Utilities: The site is proposing utility access from West Town Center Drive. Some of the <br />utilities have .been installed in West Town Center Drive to serve previous phases of <br />Ramsey Town Center. A stormwater quality treatment manhole will be required for this <br />block. It must be sized to accommodate all of the proposed development on this .block. <br />The water and sewer lines. must be routed to avoid future buildings while providing <br />connection points for these buildings. Excavation of the paved streets to connect future <br />buildings will not be approved. <br />Sewer and Water Trunk Fees: The 2005 Sewer Trunk Fee is $3,284.00 per commercial <br />-acre. The 2005 Water Trunk Fee is $7,313.00 per commercial acre. The rate in effect at <br />the time of final plat approval will be charged. <br />Park Dedication/Trail Development: Per the Master Development Agreement, the City . <br />and the Master Developer have negotiated _a Park and Trail Dedication Agreement. In <br />accordance with the Park and Trail Dedication Agreement, there are no park dedication <br />or trail development fees owed on this plat. However, there is a park payment obligation <br />in the 1st Amendment to the Master Development Agreement that requires a cash <br />payment, to the City, upon sale of the property in an amount equal to $5,000.00 per acre <br />being sold on the property in accordance with the zoning regulations. <br />Stormwater Management Fee: The 2005 Stormwater Trunk Fee is $3,835.00 per <br />commercial acre. The rate in effect at the time of final plat approval will be charged. A • <br />cash payment_ will be required before the City will release the building permit. <br />Ramsey Town Center Phase I Roadway Improvements, Phase II Roadway <br />Improvements, AUAR Roadway Improvements, Parking Facility Improvements: In <br />accordance with City of Ramsey Resolutions 05-02-065, 05-02-066, 05-02-067 and 05- <br />02-068, assessments for Ramsey Town Center Phase I Roadway Improvements, Phase II <br />Roadway Improvements, AUAR Roadway Improvements, and parking facility <br />improvements shall be payable to the City in a single installment prior to the release of <br />the final, plat mylars for recording. Total payment due includes principal plus accrued <br />interest in the amount of 6.3% per annum commencing February 22, 2005. <br />REU Number: This property will be subject to a storm water utility charge. The <br />quarterly charge is dependent upon the number Residential Equivalent Units (REU) <br />calculated for this property. <br />Development Agreement: As part of the approval by City Council, the applicant will <br />need to enter into -a development agreement with City. This agreement, among other <br />things, will incorporate relevant items from the Master Development Agreement with <br />Ramsey Town Center LLC that will be obligations for PSD, LLC. The Development <br />Agreement will also enumerate the financial sureties needed by the City to allow <br />construction of the project. <br />1� <br />-300- <br />
