Ramsey Town Center l3`h Addition, as indicated in the Staff Review Letter for the <br />Sketch Plan. <br />Setbacks: The maximum front setback from street right-of-way is five feet. There are no <br />minimum side and rear yard setbacks within the TC-1 zoning district. The side yard <br />setbacks should be minimized where possible to enhance the pedestrian environment. The <br />revised site plan indicates that the proposed building will be constructed at the build -to <br />line in the front, which is acceptable. The side setback will be approximately 40 feet from <br />the roadway, This large setback is acceptable to staff because it allows .for a friendly <br />pedestrian environment. The outdoor patio extends 29 feet from the edge of the building, <br />and the site plan allows for a nine foot sidewalk/walkway from the'edge of the patio to <br />the street. <br />Waste Storage: The submitted site plan indicates waste storage in the rear of the <br />building in an acceptable waste storage receptacle. <br />Off -Street Parking - Spaces Required: The parking ramp will provide parking to be <br />used by the customers of the restaurant/nightclub. The subject property is in the area <br />designated as the "Parking Maintenance Area." You will be responsible for payment of <br />an annual operation and maintenance fee for the parking facility. <br />L1,1htin-: It does not appear that any additional site lighting is being proposed. However, <br />if arcv outdoor lighting is to be installed on or around the new building, the applicant is <br />advised that the city has adopted specifications relating to commercial lighting standards. <br />Anv lighting used to illuminate an off-street parking area, sign, or structure, shall be <br />arranged to deflect away from adjoining public street. <br />Landscaping Plan: The requirements for landscaping of this site will be met by the <br />streetscape improvements the developer will install for Sunwood Drive and East Ramsey <br />Town Center Drive. If any other landscaping is proposed, including within the outdoor <br />patio areas, the final site plan should indicate the location and species proposed. <br />Grading and Drainage: The first floor elevation of the building is specified. Spot <br />eievations must be provided on the existing and proposed streets. The applicant is also <br />responsible for providing pre -runoff and post -runoff calculations. Staff has been in <br />contact with TEC Design and URS Corporation to complete the requirements for grading <br />and drainage. Staff will provide further comments upon receipt of a grading and drainage <br />plan. <br />Access: The site plan is proposing curb -side pick-up stalls along the east side of the <br />building and valet parking along Sunwood Drive. Details on -the size of these parking <br />bays will be required. Sunwood Drive is a concrete street with integral curb, and <br />installation of the valet parking area will require saw cutting the full depth of the <br />concrete. The new pavement will be concrete and will need to be doweled to the existing <br />pavement. The area between the valet parking bay and the building must still <br />accommodate snow removal equipment. <br />-299- <br />
