Community Development Director Trudgeon cautioned that it is not officially mapped. He
~;tztted rbat it is not right-of-way so they cannot take that land without some .consideration.

Commissioner Johnson agreed that they cannot .just say because we want it, it is ours.

Community Development Director Trudgeon indicated that Pulte has been very accommodating
in working with Staff. He stated they have not tried to go too dense; they have tried to be
reasonable in density and have some neighborhood elements.

Commissioner Brauer stated that from the Ci .ty's perspective we kind of agreed that they would
give us the 14 acres for the corridor and we would give them some concessions on other parts of
~:he development.

Community Development Director Trudgeon indicated that is part of it, and there has also been
:;omc discussions on the fee structure, and how to determine what is reasonable.

Community Development Director Trudgeon stated that an Environmental Assessment
Worksheet was required, and on July 26, 2005, after review of the comments received from the
documents and looking at information contained within the EAW, the City Council determined
that no further environmental review was necessary.

Cotnmunity Development Director Trudgeon stated that pUlte Homes is proposing to rezone the
entire property to Planned Unit Development. He indicated that the existing Comprehensive
Plan shows expected land uses on this property to be Low, Medium, and High Residential
Density. He advised that there are several notes in the report concerning the density calculation.

Community Development Director Trudgeon stated that the grading, drainage, streets, and
~atitities plan are generally acceptable subject to the comments contained in the Staff Review
Letter.

Commissioner Johnson stated he likes this, because they have been trying to get density by
t-fighway 10. He indicated he is not troubled by the concessions requested. He stated he is a'
little puzzled about where 116 is going.-

Community Development Director Trudgeon explained what land is on the other side. He
indicated they have had discussions with the County. He stated it would have to be designated
County road up to the intersection.

Commissioner Van Scoy asked if any concerns have been expressed about the 50-foot fight-of-
ways used in some of these developments.

Co~nmunity Development Director Trudgeon stated there have not been many concerns. He
indicated the one issue they have had is snow removal, and they just have to be more cognizant
c~t' whe:re put the snow in these narrower fight-of-way areas. He stated he has not had any direct
c~mments from Public Works.

Planning Commission/October 6, 2005

P17
