Motion failed. Voting Yes: Chairperson Nixt, Commissioners Johnson and Van Scoy.
No: Commissioners Brauer, Levine, and Watson. Absent: Commissioner Shepherd.

Voting

Commissioner Van Scoy asked if there was an amendment to the motion that would make it
agreeable to any of the others.

Commissioner Levine stated his concern is that there are so many issues he would like to see it
again.

Chairperson Nixt stated that from his standpoint there are two main concerns; the density issue in
the northwest comer and beefing up the service area in the outlots. He indicated that other than
that, he would be proud to see this development in Ramsey.

Commissioner Brauer stated he thinks the issue with the northwest comer is the key, with some
of them saying that is enough to say no, and some are okay saying yes with the belief it will be
fixed.

Commissioner Van Scoy indicated that the second access point is the third critical piece.

Chairperson Nixt agreed.

Community Development Director Tmdgeon stated that he will bring forWard the Planning
Commission's discussion and report that there was no recommendation by the Planning
Con-unission.

Case #10

Consider Adoption of a Resolution Creating a Redevelopment Project Area
for the Highway 10 InterChange Project; Case of City of Ramsey

Preseo ration

Community Development Director Tmdgeon stated that the City is in the process of acquiring
the Anchors Away/Express Lube building on the north side of Highway 10. He indicated that to
t'acilitate this transaction, the HRA will consider the issuance of lease revenue bonds.

Community Development Director Trudgeon advised that the City Council and. HRA have had
some preliminary discussions of the Redevelopment Plan, and given preliminary approval to the
creation of the Redevelopment District. He stated that it should be noted that the property is
located within the Highway 10 Official Map Area, which is already designated for
redevelopment for highway improvement purposes.

Community Development Director Tmdgeon stated that in order to issue the bonds, the Planning
Commission needs to consider adoption of a resolution to create a Redevelopment Project Area.

Planning Commission/October 6, 2005

P27
