City Engineer Jankowski indicated in the case of Commissioner Watson's neighborhood, the <br />sidewalk was funded through the City's sidewalk fund. This is not the .only way it could be' <br />funded. Sidewalks could be included in the development agreement for a plat. <br /> <br />Commissioner Watson expressed preference for the sidewalks being installed by the developer. <br /> <br />Commissioner Van Scoy expressed concern with the safety of the children in this neighborhood <br />due to Ms. O'Connell's comments. He stated he would: like to see another access to this <br />neighborhood from a safety aspect, and would like to find an alternative that would work. <br /> <br />Ms. O'Connell stated there are over 40 children in this neighborhood under the age of 12 and'she <br />would appreciate anything the Commission can look at. <br /> <br />City Engineer Linton explained most peoPle are creatures of habit in their driving. In this case <br />drivers would likely follow the north/south extension of Helium Street, rather than turning down <br />157 Lane to go over to Germanium Street: Generally staff is looking at a Second means of <br />access in case there is an accident at the corner of Germanium Street and Alpine Street. <br /> <br />Ms. O'Connell stated her biggest concem is younger drivers that do not have children. She <br />would like a stop sign in several spots to keep speed at a minimum. <br /> <br />City Engineer Linton explained stop signs sometimes work, but studies have shown if a stoP sign <br />is put in to control speeds people tend to speed up between them, making the situation worse. <br />Whereas, if stop signs are used for the intended purpose to avoid conflicts and provide an orderly <br />manner to progress through the intersection safety is improved. Staff would look at the traffic <br />patterns to determine if there is justification for a stop sign and proceed from there. <br /> <br />Jim Nielson, Attomey representing the property owners at 5566 152n~ Avenue NW, stated his <br />clients' property is to the east of the southeast portion of the plat, Lots 1 and 2, Block 5 and Lots <br />5 and 6, Block 4. He stated his clients own the two parcels that adjoin this parcel. His clients. <br />also own the parcel to the north of 152"a Avenue NW. Mr. Nielson stated the problem his clients <br />have with what is being planned is that the road between Block's 4 and 5 extended through their <br />property would come very close to their sidewalk and their house. He suggested that the <br />southerly lot of block 4 be converted to the road r/ght-of-way and the proposed fight-of-way be <br />converted to a lot. This adjustment would move the road far enough north and result in sufficient <br />space between the Pelke's home and the road. And, the developer didn't lose any lois. <br /> <br />Assistant Community Development Director Frolik replied staff is in total agreement with Mr. <br />Nietson's suggestion. <br /> <br />Chaiq?erson Nixt asked if 152nd Avenue is proposed to be connected at this time and Assistant <br />Cormnunity Development Director Frolik replied that it is not. <br /> <br />Colnmissioner Van Scoy asked if the Pehlke lot to the north if the road extension would still be <br />buildable. <br /> <br />Planning Commission/November 3, 2005 <br /> Page 13 of 27 <br /> <br />P43 <br /> <br /> <br />
