City Engineer Jankowski indicated a 60 foot right-of-way would be adequate to handle traffic;
the pavement could be widened and traffic restricted to accommodate the access.

Chairperson Nixt encouraged staff to further review the issue of the fight-of-way on Alpine
Drive.

Steve Liekhus, 15000 Helium Street, stated he lives just to the south of this development. He has
lived on this property for 19 years and the turnaround is located on his property.. At the last
Planning Commission meeting the Commission stated that they did not see the need at this point
to have Helium Street go all the way through. Right now'there is a fair amount of traffic that
gets lost in the area, and a straight shot from. north to south will be a problem. He stated
...lumping the traffic off of CR 5 does not seem log/cai, unless Helium Street were to go through
al"ret the school goes in, with the road possibly barricaded for now.

Chairperson Nixt questioned if the pian is to push Helium Street through at this time and Ms.
b'mlik replied that is the Council recommendation.

Diana Liekhus, 15000 Helium Street, stated at the last meeting the Commission said they did not
see a need for Helium Street to go through. She questioned why there has been a change since
d~at meeting.

Assistant Community Development Director Frolik explained that the Council wanted 152'~
Avenue, 157a Lane and Helium Street to ali go through for connectivity between neighborhoods.

Commissioner Van Scoy explained the extension of Helium Street relates to some of the
concerns regarding safety and access. Currently, th~se are two separate neighborhoods with no
connection and no alternate access in case of a catastrophe. He indicated he would support this
,:xtension as long as some of the other safety concerns are addressed.

Ms. Leikhus stated people turning from CR 5 cause a safety concern. There are a lot of people
that come down that road at a good speed, and they are not pulling over to the side to mm. If
~telium Street is made into a through street there may be more of a hazard because there will be
more people turning and more Stops on CR 5.

Motion by Chairperson Nixt, seconded by Commissioner Levine, to close the public hear/rig.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Shepherd, Van Scoy,
and Watson. Voting No: None. Abstain: Commissioner Brauer. Absent: Commissioner
Johnson.

'Fhe public hearing was closed at 8:45 p.m.

Commission Business

Planning Commission/November 3, 2005

P45
