Chairperson Nixt called the regular meeting of-the Planning Commission back to order at 9:39 <br />0- m. <br /> <br />Chairperson Nixt stated he will be abstaining'on this matter due to his uncertainty about Who <br />currently controls the site. <br /> <br />Commissioner Van Scoy questioned where the parking will be located. Associate Planner <br />Dalnes replied the entire site is bituminous., and there is parking space on both sides of the <br />building, as well as in the back. <br /> <br />Commissioner Van Scoy requested clarification that the entire car stock is proposed to' be 15 <br />vehicles and Associate Planner Dairies,responded in the affirmative. <br /> <br />Commissioner Van Scoy questioned if the surrounding uses are service uses, rather than sales. <br />Associate Planner Dalnes responded in the affirmative. <br /> <br />Commissioner Shepherd questioned if customers would drive off of Highway 10 onto this site. <br />Associate Planner Dalnes replied there is direct access off of Highway I0, and there is also an <br />access in the back of the site. <br /> <br />Commissioner Van Scoy noted it is difficult to address any staff and Commission objections <br />with the applicant not being present tonight. <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Levine, to recommend that City <br />Council adopt findings to support denial of the request for a conditional use permit to allow the <br />motor vehicle sales with outdoor display on the property at 6246 Highway 10. <br /> <br />Further discussion: Commissioner Shepherd noted the first finding should be amended to reflect <br />!:hat the applicant is not present at the hearing. Commissioner Van Scoy clarified the remaining <br />i~ndings of fact. <br /> <br />The motion was amended to include the following amendment to Finding No. 1: "That the <br />Applicants appcarcd did not appear before the Planning Commission..." - <br /> <br />Motion Carried. Voting Yes: Commissioners Brauer, Levine, Shepherd, Van Scoy, and WatsOn. <br />Voting No: None. Abstain: Chairperson Nixt. Absent: Commissioner Johnson. <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Levine, to recommend that City <br />Council deny the conditional use permit for the motor vehicle sales with outdoor display based <br />on the ~5.ndings of fact, and adopt a resolution declaring terms of same. <br /> <br />Mt~tion Carried. Voting Yes: Commissioners Brauer, Levine, Shepherd, Van Scoy,. and Watson. <br />Voting No: None. Abstain: Chairperson Nixt. Absent: Commissioner Johnson.
