The
purpose of the organizational study is twofold: to define the ideal service delivery model for
I'[amsey given the anticipated changes in population and demographics and to determine the
organizational structure needed to implement and maintain Kamsey's ideal service delivery
model. On July 12, 2005, the City Council granted authorization to prepare, a Request for
Proposals (RFP) for an organizational study. She advised an RFp was prepared and staff'
~'eceived three proposals. The Personnel Committee discussed the study, and there were
concerns raised regarding the cost of the study.

Mayor Gamec explained the reason he questioned this study is because the City has conducted
some studies on personnel and the City's needs out to 2015. They looked at Town Center and
ire ct)st of maintenance and the equipment that will be needed. He questions whether this
particular study is really needed at this time, or whether the City Council should sit down and
iook at the needs.

City Council / October 25, 2005

P77
