City Administrator Norman stated this study was a discussion item .at the Council's goal setting <br />session. The study referred to by the Mayor was a fiscal impact study and was only for <br />budgetary purposes. This study would be much more in depth and would calculate what the <br />model of the organ/zation should look like. Staff recommends strongly that the Council go <br />forWard with this study, which is within the budget projected. A portion of the study could likely <br />be funded from next year's budget. <br /> <br />Councilmember Cook stated this study is needed to determine if the organization-is functioning <br />properly now and how personnel can function more properly. He had sticker shock at the price, <br />but it was explained that the department heads are willing to pay a portion of their budget for the <br />study. He noted it is one thing to conduct a self evaluation, but it is another to have someone <br />else look at changes that could be made. <br /> <br />Councilmember Strommen stated this study is an entirely different process than a self evaluation, <br />and would be beneficial. She questioned how. this study would intersect in terms of determining <br />the service delivery model based on demographic projections versus a policy decision of what <br />the City would like to provide to the residents. She asked if the study would include working <br />with the Council and the department heads so the poli'cy piece fits in with those external factors. <br /> <br />Human Resources Manager Reed indicated Council interaction will be an important piece of this <br />study. She agrees that it .is important to have the eyes from the outside looking in. <br /> <br />Councilmember Elvig stated he went through this process with his business and the benefit was <br />tremendous. There needs to be staff and Council objectives laid out first with a target for the <br />organization conducting the study. They ali need to look at that target and determine the <br />deliverables on that target. To run an organization of this size is a monumental task, and it is <br />amazing what can be learned from this type of study. This cost of $45,000 for the study is a <br />steal, and it is a wonderful time to take this on. <br /> <br />Councilmember Pearson stated he was surprised at the 'cost of the study, but Assistant City <br />Administrator Nelson steered him to the answers he was looking for. He would be in favor of <br />moving ahead with a study like this. <br /> <br />Councilrnember Elvig inquired how far this dollar amount for the study will take-them. <br /> <br />Ms. Reed replied this study should take them through the recommendation phase. Springsted <br />will provide the recommendation, but the implementation will be up to the City. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Personnel Committee for Case No. 1 and to adopt Resolution #05-10-364 <br />granting authorization to enter into a contract with Springsted, Inc. to conduct an organizational <br />study for the City of Ramsey at a cost not to exceed $45,000. <br /> <br />Further discussion: Councilmember Elvig requested clarification that $45,000 is the cap for the <br />cost of the study.
