Mayor Gamec <br />informed the applicant this permit would be temporary to help him move his 'business out of this <br />area into a commercial area. He requested clarification that this permit would not go with the <br />property. Community Development Coordinator Trudgeon replied it is an interim permit. <br />Mayor Gamec informed the applicant he stresses that the need to follow the requirements, and to <br />look for another site. He stated he hopes the business continues to grow, and the City may be <br />able to help Mr. Guzzo locate in the industrial park. Robert Guzzo, applicant, stated he is only <br />looking for a temporary permit, for three years at the most. To move sooner than that he would <br />have to change the forecast of what he does for his business and Ramsey does not look attractive <br />for that. He is looking at a building on Highway 10, but it is not zoned correctly for his business <br />right now either. If he were to have three years he would have enough power to continue to do <br />what he wants and get enough income to afford a building in the proper place. Mayor Gamec <br />replied the Council is willing to help Mr. Guzzo, but he would prefer that he move faster. Green <br />Valley Greenhouse is a unique case that has been there for a long time. This temporary permit <br />-will give Ivlr. Guzzo an opportunity to work with staff for a property as his business grows. Mr. <br />Guzzo stated he has taken steps as he has gone through this process of moving the trucks. <br />Councilmember Elvig stated he agrees there is a concern about the traffic, but the Council is <br />being fairly firm and saying they wilI give Mr. Guzzo an opportunity for six months to comply or <br />find another space to move his business, and he does not think six months is a long time in <br />business. The concern he has is the Council worked for months on a business ordinance for the <br />City so they do not alienate business incubation in the City. They did not expect a sign company <br />to come up, and that has caught them by surpr/se. The Council is being firm in moving this <br />along, and if Mr. Guzzo can come into compliance with this ordinance the business should fit <br />well inthe community, or the City will help him find another space. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for an Interim Use Permit for Outdoor Paintball Activities; Case of <br />FSL Paintball Arena <br /> <br />36 <br /> <br />Community Development Director Trudgeon indicated the City has received a request for an <br />interim use permit from FSL Paintball Arena to establish an outdoor paintball course on the <br />property located at 665I 141s~ Avenue NW. FSL Paintball Area currently operates an indoor <br />paintball facility in the multi-tenant building and would like to offer their clients the opportunity <br />to play on an outdoor paintball field. The property is zoned E-2 Employment and is located in <br />one of Ramsey's Industrial Parks. While commercial recreation is a permitted use in this district, <br />it is restricted to indoor activities only. <br /> <br />Community Development Director Trudgeon explained the applicant is proposing to establish an <br />outdoor paintball field that would be 100 feet by 150 feet in size. The field would be located <br />behind the multi-tenant building on an aggregate surface and enclosed with industry standard, <br />safety compliant netting that is 20 feet in height. The netting would be affixed to 20-foot tall <br />telephone poles that would be placed at 25-foot intervals. The applicant has-stated that within <br />the playing field area, inflatable bunkers would be provided to create barricades for the players. <br /> <br />City Council/May 10, 2005 <br />Page lOof31 <br /> <br /> <br />
