Mr. Bulow owns a vacant parcel located east of Sunfish Lake Blvd. Mr. Grosslein would like to <br />obtain Mr. Bulow's property and relocate the drainage pond on his subject parcel to Mr. Bulow's <br />property. <br /> <br />Both properties are located within the Critical River Overlay District and therefore are subject to <br />stricter development standards and DNR approval. Principal City Engineer, Brian Olson, has <br />submitted a letter to DNR requesting their comments on the request to relocate an existing pond <br />to an adjacent parcel. Staff has not received written response from DNR, however, staff <br />anticipates receiving a response within the next few weeks. <br /> <br />Mr. Grosslein has discussed the purchase of the property with Mr. Bulow and has reported to <br />staff that Mr. Bulow is asking above market value for the property. Mr. Grosslein is requesting <br />the City facilitate acquisition of Mr. Bulow's property in order to proceed with development <br />plans for a restaurant facility located next to Comfort Suites. <br /> <br />Associate Planner Wald indicated the City had received a letter from Mr. Bulow disputing the <br />fact that the asking price is too high. She stated that the City had a market value analysis <br />prepared, which was presented to the Committee. <br /> <br />TIF Specialist Sullivan explained that back in 2002 the City was trying to get a feel for property <br />prices in the area. They received some statistical information from ProSource at that time. The <br />information provided to the EDA shows the ProSource information. <br /> <br />Discussion ensued concerning the gathering of the market analysis information and what it <br />represents, including zoning for the areas to ensure similar pieces of property were compared. <br /> <br />Member Gromberg asked for clarification on what Mr. Grosslein is asking from the EDA. City <br />Administrator Norman stated he is asking the City to assist with facilitating the sale. That does <br />not necessarily make the jump to condemnation. He stated the City has assisted in this capacity <br />quite often, citing examples of the Business Park, Sauter property and Maken property. <br /> <br />Member Gromberg questioned if this is the same type of situation. He stated those properties <br />were for redevelopment whereas this is to move a drainage pond. <br /> <br />Mr. Chris Bulow introduced himself, stating the property in question was part of his original <br />homestead and has belonged to his family for more than 40 years. He stated Mr. Grosslein has <br />attempted to acquire this property over the years, always stating the price is too high. <br />Understandably, the price has increased as the values have gone up. He indicated Mr. Grosslein <br />owns a lot close-by and Mr. Bulow has attempted to work out a trade, but Mr. Grosslein always <br />says the price is too much. <br /> <br />Motion by Member LeTourneau, seconded by Member Gromberg to allow City to assist with <br />facilitating the sale between Mr. Grosslein and Mr. Bulow. <br /> <br />Economic Development Authority / January 13, 2003 <br /> Page 6 of 7 <br /> <br /> <br />
