received some of the customer surveys and customer spotting information and as a result they <br />have identified the Rum River Commercial Retail Node trade area. Mr. McComb explained the <br />scope of the study that is in progress and stated that the first draft should be completed in <br />approximately four weeks. Associate Planner Wald advised that it was the consensus of the <br />business leaders that they should submit a formal request to the City Council asking that a <br />feasibility study be completed for extending municipal sewer and water to the subject area. The <br />letter requesting the feasibility study will most likely be submitted to staff sometime during the <br />month of May. The business group is also interested in the results of the McComb study. Staff <br />collected names and phone numbers of those in attendance so that communication can continue <br />with this group regarding the future of their retail node. Staff anticipates that the first draft of the <br />redevelopment study will be available to the EDA at their June meeting. <br /> <br />Administrator Norman discussed getting easements through wetland. He stated the cost would <br />be lower running the sewer and water through City land. He felt the feasibility study would give <br />them cost and desirability information. Administrator Norman stated he did not think work <br />could be done this year. He also mentioned the Met Council's involvement. Administrator <br />Norman also talked about the need to make design changes to the golf course in the subject area. <br />He also felt a new clubhouse with banquet facilities was needed and townhouses could be built <br />on the golf course. <br /> <br />Member LeTourneau stated that, before customer growth changes could be determined, customer <br />base and spotting information would need to be pinpointed. <br /> <br />Administrator Norman stated Anoka County has initiated a study in the area to determine the <br />feasibility and market demand for senior housing in the subject area. He felt that Ramsey <br />contained a good example of an active senior community. <br /> <br />Case #4: Staff Update <br /> <br />The EDA reviewed the staff update. <br /> <br />TIF Specialist Sullivan stated that the owners of the Chies property will be asked to remove <br />equipment and clean the site. Otherwise, the cost of clearing the site would be deducted from the <br />amount they would receive. He gave an estimate of $40,000 to $50,000. TIF Specialist Sullivan <br />also stated the appraisal for the Morrell property came in at $265,000. He stated the original <br />estimate was a price of $220,000. It was stated the purchase agreement should be drafted <br />sometime this week or next week. A response will be requested sometime in June. <br /> <br />There was discussion regarding the lot where Rum River Dental Creations will relocate in <br />Sunfish Lake Business Park. <br /> <br />Chairperson Riley asked about the number of jobs that would be created. <br /> <br />TIF Specialist Sullivan stated 7 or 8 jobs would be created. <br /> <br />Economic Development Authority / May 12, 2003 <br /> Page 3 of 5 <br /> <br /> <br />
