Economic Development/TIF Specialist Sullivan reviewed
the status of new business prospects and community revitalization projects in the City.

Chairperson Riley inquired about the status of the Zero-Zone ownership, and if it would be
beneficial to sell this land to a different party. Economic Development Consultant Mulrooney
replied Super Value, which is the parent company of Zero-Zone, has just completed the sale of
assets. If Zero-Zone is sold it will likely be to the management team that is currently in place.
Economic Development/TIF Specialist Sullivan advised the City will likely obtain more by
having Zero Zone purchase the land than by marketing it openly due to the access issue.
Economic Development Consultant Mulrooney explained this site was designed and platted for
Zero-Zone, but the easements were put in place for the possibility of the company not moving
forward with their plans.

The EDA discussed the next Business Network Meeting and possible speakers.

The consensus of the EDA was to hold the next Business Network Meeting in November, and to
direct staff to provide suggestions for speakers at the October EDA meeting.

Economic Development Authority/September 7, 2005
Page 5 of 6
