Councilmember Hendriksen stated that if the impetus is the drawing of the ward boundaries <br />which is being made by the census - why not draw ward boundaries and handle this in a longer <br />timeframe. Someone will always see the City information as not neutral. <br /> <br />Councilmember Anderson stated she feels we should still leave the ward system out of this. <br /> <br />Chairperson Kiefer commented that putting something on the November ballot, we will get the <br />majority of the Ramsey residents showing up to vote - not like in a special election. This is an <br />opportunity to get a voice from the people. <br /> <br />Commissioner Henke stated that we need educated voters as well as a large number. <br />Commissioner Childs agreed and added that information needs to be presented to the people. <br />Commissioner Vogt agreed and inquired what the ratio of City Council is to the citizens. <br /> <br />Commissioner Donovan stated that it is the Charter Commission's role to get the information to <br />the people. If we put together a balanced flyer, what are the cons? <br /> <br />Commissioner LaMere offered that it may be perceived as too much government. <br /> <br />Chairperson Kiefer stated that it would cost an.additional $9,000 per year. <br /> <br />Commissioner Donovan did not see this as a tough question to the voters and he did not see it as <br />an advisory questions. <br /> <br />Chairperson Kiefer inquired if the Commission was interested in putting this question on the <br />ballot. Commissioners Vogt, Childs, Kiefer, Donovan, LaMere and Netzloff all answered in the <br />affirmative. Commissioners Rosenow and Henke responded no. Commissioner Spain Brist was <br />absent. <br /> <br />Consensus of the Commission was that six would be a good number for Council with the Mayor <br />making it a total of seven. <br /> <br />Commissioner Henke asked if maybe we want six total and the Mayor could vote in a tie <br />situation. <br /> <br />Chairperson Kiefer believed that issue should be a future discussion. <br /> <br />Mr. Norman asked if the language should read "Shall the number of Councihnembers be <br />increased fi'om four to six, beginning with the year 20002." <br /> <br />Mr. Goodrich reminded the Commission that the City Council will be setting this question and <br />they will not have a lot of leeway. <br /> <br />Charter Commission - September 6, 2000 <br /> Page 7 of 12 <br /> <br /> <br />
