Councihnember Hendriksen stated that if you do what Mr. Norman just read, you will increase <br />the number of Councihnembers to seven in the year 2002. Now you have four Councilmembers <br />being elected in a non-presidential year. <br /> <br />Chairperson Kiefer stated he was thinking of staggered terms. <br /> <br />Commissioner Childs inquired if you could go with the interim two-year terms. He asked who is <br />in favor of staggering it. <br /> <br />Mr. Goodrich stated he could contract the Attorney General for the language. <br /> <br />It was commented that for 2002, you will have two Councilmembers up for election plus the two <br />additional Councihnembers, with one of the four running for the interim. <br /> <br />Chairperson Kiefer asked how you would determine who does the two-year term. <br /> <br />Mt'. Goodrich responded that State Statutes has a system set up for staggering in statutory cities <br />and we would follow that. <br /> <br />Councihnember Connolly stated that would work so that the majority of the council would be <br />voted in a presidential election year. <br /> <br />Mr. Norman asked if that one seat becomes a permanent two-year term. <br /> <br />Commissioner Vogt suggested using the wording Jim Norman read but add "there will be a <br />staggering of one person for a two-year interim and the other three would be for four years". <br /> <br />Councilmember Hendriksen stated that maybe the Commission should consider making that a <br />permanent two-year position. If you decide to do wards, you would have to tinker with this <br />anyway. <br /> <br />Councihnember Connolly stated that the person who gets the "C" position could go by the <br />number of votes. <br /> <br />Commissioner Henke liked the idea of a permanent two-year term. <br /> <br />Chairperson Kiefer stated that the problem is that you are making an assumption we will go to a <br />ward system. The other problem he saw is you will have a lot of people scrambling to run for <br />the four-year. There will be less out-of-pocket expenses. <br /> <br />Councihnember Connolly stated that you could run for Council and the top two vote getters get a <br />four-year and the third gets a two-year. <br /> <br />Commissioner Vogt stated he is uncomfortable in making this a permanent two-year term. <br /> <br />Charter Commission - September 6, 2000 <br /> Page 8 of 12 <br /> <br /> <br />
