Councihnember Anderson inquired as to which alternates would be used, and Mr. Kapler replied <br />that those decisions will be made at a later date and therefore, the base bid was used in selecting <br />the low bidder. <br /> <br />Mr. Kapler stated that the total of the bids came in at about $1.5 million (higher than anticipated) <br />and that staff would be working with the bidders to try and get the bids down to $1.3 million. He <br />noted that the bidder turnout was high, giving an excellent feel for the market. <br /> <br />Councilmember Hendriksen stated that in his past business experience bidding on private and <br />government contracts often times there was yet another bid called the "best and final." He <br />explained that bidders were called upon to compete again with a better bid. Since bids were <br />higher than anticipated, he inquired whether staff had any knowledge of using a "best and final." <br /> <br />City Administrator Norman explained that staff will work with the low bidder and ask them <br />where they can cut costs. <br /> <br />Councilmember Hendriksen noted that the incentive is not the same if they have no competition. <br /> <br />Mr. Kapler stated that the consulting architectural firm of SEH believes it's very workable to cut <br />$200,000 from a $1.5 million bid. <br /> <br />Councilmember Hendriksen inquired whether this would be accomplished by deleting things <br />from the design. He explained that if the specifications were left the same, the quality would be <br />maintained. He stated he would like to obtain an opinion from the City Attorney on what can be <br />done in this regard. <br /> <br />Consensus was to forward the case to City Council without a recommendation and obtain the <br />City Attorney's opinion at that time. <br /> <br />Case #2: City of Ramsey Capital Improvement/Capital Outlay Plan <br /> <br />Finance Officer Lund stated staff recommends that City Council approve the 2000-2004 Capital <br />Improvement Plan (CIP) to be used as a forecasting tool in order that work may begin on the <br />2001-2005 CIP. <br /> <br />Motion by Councilmember Hendriksen and seconded by Mayor Gamec to recommend City <br />Council adopt the City of Ramsey's Capital improvement Program for the years 2000-2004. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None.
