Case #3:

Support Anoka County Joint Law Enforcement Council Regarding Federal
Grant for Access to Records from Police Cars

Police Chief Gustafson reminded the Committee that the Anoka County Joint Law Enforcement
Council has undertaken a central records project which should be on-line by the end of the year.
The Council has recently located available monies that could be used to enhance the program by
providing information to squad cars. Staff recommends City Council adopt a resolution
supporting the application for a grant to provide access to police records from squad cars. He
noted Council will determine at a later date whether they wish to participate in the program
involving the grant monies.

Mayor Gamec inquired whether this program would prove to be less expensive than the lap top
computers currently being considered for the squad cars, and Councilmember Hendriksen also
inquired whether this program would be an overlap to our use of those lap tops.

Police Chief Gustafson stated it was his understanding that this new program would be for
technology and hardware. It does not overlap our current plan for use of the laptops. He
reiterated the proposed resolution only allows the Joint Law Enforcement Council to go looking
for the money; once the grant is received, the City may opt in or out of the program. There is no
obligation at this time.

Councilmember Hendriksen inquired whether staff had an estimation of what participation
would cost the City, and Police Chief Gustafson estimated the City's share at approximately
$20,000.

Motion by Councilmember Hendriksen and seconded by Councilmember Connolly to
recommend that City Council adopt a resolution supporting the application of the Anoka County
Joint Law Enforcement Council for a grant to provide access to police records from squad cars.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson,
and Zimmerman. Voting No: None.

Case #4:

Discussion of Acquisition of Additional Property Near the Public Works
Facility

Director of Public Works Kapler stated staff was directed to obtain an appraisal for the property
immediately north of the Public Works facility. He advised the property was appraised by BCL
Appraisers in the amount of $240,000, which included a 5000 square foot concrete/metal
building. Staff finds it of great benefit to expand public works in a linear fashion rather than
locating at multiple sites in the city.

Mayor Gamec inquired as to how much of the building could be utilized.

Mr. Kapler responded that the whole building will be utilized with some retrofitting at an
estimated cost of $50,000-$100,000. He asserted that the building has tremendous value for
many uses, including intended salt storage.

Finance Committee/March 14, 2000
