information. Board Member Max stated as part of the cost share program, it may not be as
sensitive.

Board Member Max stated that the City of Ramsey does Oak Wilt abatement on a case-by-case
basis. He noted that there are other communities that have taken on the program as a
neighborhood. He explained that when the City comes in, they take care of it as a neighborhood,
and they do a better job of controlling it as the greater good of the community. Chairperson
McDilda stated this makes for interesting discussion, but comes down to philosophically what is
for the "greater good".

Board Member Olds asked how Oak Wilt was transported. Environmental Specialist Bacon
clarified the beetle feeds on the spore mats and actively moves. Board Member Max stated that
the spore actually has to land on an open, fresh wound in the tree, and the beetles are attracted to
the fresh wound. Environmental Specialist Bacon stated that the other more certain means of
transmittal would be through the roots.

Board Member Olds asked that if there were a strand of Oaks on one street and not the other side
of the street that was infected, how would citizens be notified? Environmental Specialist Bacon
stated because of the movement of the spores, everybody's vulnerability would be increased.

Board Member Max stated these questions precipitate good questions for an education topic at
the January meeting. Chairperson McDilda concurred with Board Member Max.

Environmental Specialist Bacon stated this would make an ongoing education topic at the EXPO.
Board Member Max stated the Expo education has been centered around kids selling trees.
Chairperson McDilda stated education discussion begins at the EPB meeting first, keeping
legacy in mind for future EPB Members. Board Member Max stated the other EPB Members
need to be present for input.

Chairperson McDilda asked for a motion to address disease, abatement, storage, and removal
that takes into account all types of infected diseases, best management practices, disease control
areas, demarcation between private property owners and developers, and consistency in language
between various ordinances.

Motion by Chairperson McDilda and seconded by Board Member Max to address disease,
abatement, storage, and removal that takes into account all types of infected diseases, best
management practices, disease control areas, demarcation between private property owners and
developers, and consistency in language between various ordinances.

Motion carried: Voting Yes: Chairperson McDilda, Board Members Max and Olds.
