Case #3: Agenda for the First Monday in December and 2006 Work Plan

Chairperson McDilda stated the meeting will be held on December 5, 2005. Board Member
Olds stated the agenda for 2006 would be revisions to the tree ordinance, educational processes
for the wetland buffer and tree ordinance.

Chairperson McDilda stated a date should be determined for the EXPO work session at the
December meeting. Chairperson McDilda stated everybody on the EPB should get a copy of the
2005 work program. Chairperson McDilda suggested that at the December meeting, a draft for
the work session should be ready. Chairperson McDilda asked Environmental Specialist Bacon
and Coordinator Anderson bring it to the next meeting.

Chairperson McDilda stated another item will be to research what the next topics will be as part
of the 2006 plan. He stated that everybody should bring items to be discussed at future EPB
meetings.

Board Member Olds stated that taking what the EPB had to address in 2005, reevaluating
accomplishments, and what the future entails for the EPB, should be discussed. Board Member
Max concurred, suggesting that a state of the environment report to the City council could be a
five minute presentation to the City council. Board Member Max suggested the EPB may want
to do smaller things that could be reported back to the group. Board Member Max stated he
would like to look at waste streams, work on it, and make recommendations.

Chairperson McDilda stated that each EPB Member will be getting a copy of the 2005 plan.
Chairperson McDilda stated that each Member should be prepared to have input at the next
meeting for the 2006 plan. He stated other EPB Members may not attend because they don't
understand that there is a rigor and regime to do this. Chairperson McDilda stated this would
give other Members a framework. Chairperson McDilda stated that the next meeting would
involve election for chair and vice chair.

Board Member Max asked if he should follow up with Coordinator Anderson on the things that
have been accomplished to date on the tree ordinance. Chairperson McDilda stated he should do
that.

Environmental Specialist Bacon stated that when he was briefing Patrick Trudgeon, he
mentioned that a City wide aerial tree inventory with ground proofing has potential value.
Environmental Specialist Bacon mentioned it because it would help with discussion, and be an
important educational tool if the EPB could get people to buy into what is being done. Board
Member Olds concurred that it would be advantageous. Chairperson McDilda stated that it
could be written into the education plan.

Board Member Max suggested that Anoka County Conservation District be invited to attend an
EPB meeting to discuss how the City could utilize the MLCCS information more effectively.
Board Member Max stated that could also be turned into a statewide presentation. Board
Member Max noted that the City of Ramsey is unique because it has to be done by air.

Environmental Policy Board / November 7, 2005
Page 8 of 10
