Staff recommends that $160,148.08 be transferred from the General Fund to the Equipment <br />Revolving Fund in the amount of $16,014.81 (10%), the Facilities Construction Fund in the <br />amount of $64,059.23 (40%), and the Public Improvement Revolving Fund in the amount of <br />$80,074.04 (50%). <br /> <br />Motion by Councilmember Connolly and seconded by Councilmember Anderson to recommend <br />City Council authorize the transfer of the General Fund Excess Revenues to the Equipment <br />Revolving Fund, the Facilities Construction Fund, and the Public Improvement Revolving Fund <br />at the stated percentages. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Connolly, Anderson, <br />Hendriksen, and Zimmerman. Voting No: None. Absent: None. <br /> <br />Case #2: Approve Bids for Central Park's Surplus Play Equipment <br /> <br />Parks/Utilities Supervisor Boos explained that during the December 14, 1999, City Council <br />meeting, staff was authorized to purchase new play equipment for Central Park and advertise for <br />bids for the surplus structures. The new equipment arrived on April 5, and is being held at the <br />Public Works facility. On April 3, 2000, two bids were received and opened for the used <br />equipment. The Park Commission recommends the Council sell the small wood structure and <br />metal swing to Karen Slice and Bruce Konzak (joint bidders) for a total of $50, and to award the <br />large wood structure at Central Park to Gary Gruber representing Diamonds Sports Bar in <br />exchange for organizing the volunteer installation of the new equipment. Mr. Boos noted Ms. <br />Slice and Mr. Konzak offered $300 for the large structure and asked staff to research the <br />installation value so that could be addressed. He stated he contacted the successful vendor who <br />indicated the standard installation rate is 20% of the pumhase price. He also contacted the Kelser <br />Park successful vendor to ask what they would charge for installation but as yet they have not <br />responded. Parks/Utilities Supervisor Boos noted the presence of Ms. Slice and Mr. Gruber. <br /> <br />Mayor Gamec stated he has no problem with accepting the two bids as recommended by the Park <br />Commission. <br /> <br />Councilmember Hendriksen asked about the large wooden structure in Central Park. <br /> <br />Parks/Utilities Supervisor Boos stated it was installed in Central Park in 1986. It is being <br />replaced because it does not meet the standards of the Consumer Products Safety Commission <br />guidelines for play equipment. He stated it is known there are several playgrounds that do not <br />meet those guidelines so the City has scheduled to replace one playground each year. He noted <br />this program limits the City's liability while improving the park standards of the equipment. <br /> <br />Gary Gruber, Diamond Sports Bar, stated he viewed the equipment and knows the standards for <br />cities are much higher than for other entities but parts of the equipment will not be reused due to <br />safety issues. Mr. Gruber stated he will use the play structure at the Diamonds Sports Bar for <br />children to enjoy. He stated he entered the bid because it provided him with a structure but he <br />may be able to purchase one cheaper than the cost to find, organize, and feed the volunteers to <br /> <br />Finance Committee/April 11, 2000 <br /> Page 2 of 5 <br /> <br /> <br />
