He stated as an Anoka Park Board member he felt it would be <br />beneficial to organize a volunteer group to install the play structure. <br /> <br />Mayor Gamec asked if they will remove the old one as well. <br /> <br />Mr. Gruber stated they will remove the old structure, install it at the Diamond Sports Bar, and <br />then install the new play structure at Central Park under the supervision of City staff. <br /> <br />Councilmember Connolly asked if the vendor will also have someone on site during installation. <br /> <br />Parks/Utilities Supervisor Boos stated that is correct and City staff will also assist in the removal <br />of all the structures to assure it is done in a safe manner. <br /> <br />Karen Slice, 16620 Zirconium Street NW, stated there was a misunderstanding about their bid <br />because it also included removing and installing the new equipment. She stated she incorrectly <br />understood the old equipment would be pulled out with a loader and installed with volunteers. <br />She stated she had assumed a basic crew of volunteers was already organized and they would <br />come in to assist. Ms. Slice stated they have organized a group of about 12 volunteers comprised <br />of several friends that are contractors, Mr. Konzak who is a mechanical engineer, and high <br />school students. She stated she did not realize they would be allowed to do the entire project due <br />to safety issues and the need for City staff overview and supervision. Ms. Slice stated they are <br />willing to do that plus pay the $300 cash bid for the large play structure. She stated they have <br />several small children and live on a ten acre parcel in a neighborhood without a playground. <br />They intend to use the play equipment for personal use and as a nice addition to the <br />neighborhood. She recapped her bid is for a total of $350 plus removal and installation. <br /> <br />Parks/Utilities Supervisor Boos stated both bids were received on time and Ms. Slice's bid was <br />construed to assist with installation. <br /> <br />Mr. Gruber stated he thinks Ms. Slice's bid was misinterpreted and based on what he has heard, <br />if the City believes that is a better bid, he would be willing to support her in that effort. <br /> <br />Mayor Gamec stated the City would then receive $350 and Ms. Slice and Mr. Konzak would do <br />the removal and installation. <br /> <br />Ms. Slice stated they will also add rock and the surrounding border, labor and equipment but no <br />materials. <br /> <br />Parks/Utilities Supervisor Boos stated Ms. Slice should understand this is a substantial structure <br />and the vendor who will supervise the installation plans to complete it on a two-day weekend so <br />a number of volunteers will be needed to assure it will be completed during that weekend. <br /> <br />Mayor Gamec stated that can be coordinated between City staff and Ms. Slice. <br /> <br />Mr. Gruber estimated the need for 25 volunteers to complete such a structure over a weekend. <br /> <br />Finance Committee/April 11, 2000 <br /> Page 3 of 5 <br /> <br /> <br />
