Program includes a project to improve th~ metal building at the Public Works Facility. For 2000, <br />staff proposes improvements in the following areas: Install heating and ventilation systems for <br />the entire building; Install insulation on exterior walls and replace the metal siding. Since the <br />improvements will be over $25,000 each, the City is required by law to advertise for sealed bids. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to recommend <br />that City Council authorize staff to prepare specifications for improvements and advertise for' <br />bids. <br /> <br />Motion carried. Voting Yes: Mayor Gamec Councilmembers Hendriksen, Connolly, and <br />Anderson. Voting No: None. <br /> <br />Case #3: Purchase of NT Server for the Police Department <br /> <br />Sergeant Dwyer stated that recently the Police Department learned that the Anoka County <br />Central Records Project and the new State of Minnesota Data-Max CJDN Communications <br />system now requires agencies to update computer operating systems to NT. The State of <br />Minnesota and FBI is adamant that users of Data-Max must obtain NT File Server(s), totally <br />separate from other non-secure networks (in this case City Hall). Security of law enforcement <br />date is mandated by State and Federal regulations because of the confidentiality of restricted <br />information maintained and shared. The Police Department has already upgraded its current <br />computers to NT, but is in need of an NT File Server for confidential data storage. The Police <br />Department sought system recommendations and price quotes from Logis and Netmark, Inc. <br />which were presented for Council review. Members of the police administration then met with <br />the City's contract .consultant to determine the options and system requirements. It was <br />determined that the purchase of a 256 MB 15-user NT Server, with HDD Mirror Raid-1 and <br />DAT 40 back-up system will accomplish the above mandates, and fulfill the Police Department's <br />current and future file server needs. Logis had added additional computer hardware and <br />accessories to their quote and stand with their recommendation. Staff has determined that they <br />do not need the enhanced system prescribed by Logis and have selected the middle alternative <br />offered by Netmark. The Police Department has also been very satisfied with the contract <br />service and consulting they have received from Netmark and would like to remain with them. <br />The Cities contract consultant has also addressed concerns with Police/City Hall e-mail <br />communication and has determined a method to allow current e-mail and Internet access between <br />both buildings, while maintaining the security requirements as outlined. Although the purchase <br />of an NT server and accessories was not in the original 2000 adopted budget, there is sufficient <br />funds available to cover the approximately $7,850 for the NT server and supplement equipment <br />in the 2000 Police "Other Equipment Capital Outlay". <br /> <br />Councilmember Hendriksen requested that Case #3 and Case #5 be tabled in order to get some <br />clarification on the equipment being recommended and statements that were made in regards to a <br />non-secure network. <br /> <br />Finance Committee/June 13, 2000 <br /> Page 3 of 5 <br /> <br /> <br />
