Voting No: None. <br /> <br />Case #4: <br /> <br />Replacement of Mobile Defibrillator Unit, Transcription machine and Mini- <br />Cassette Recorders in the Police Department <br /> <br />Sergeant Dwyer stated that the Police Department is requesting the replacement of a defibrillator, <br />transcription machine, and mini-cassette recorders. A defibrillator is an emergency medical <br />device used to resuscitate victims of cardiac arrest. Since their placement in squad cars, the <br />Ramsey and Anoka Police Departments have seen five successful saves, with the latest being on <br />June 4, 2000, of a 38 year old Ramsey female who suffered a seizure and went into cardiac <br />arrest. The Viva-Link AED unit, obtained by the Police Department in 1996 under a local grant, <br />has surpassed it's life expectancy and is in need of replacement. It has been in for service a <br />number of times and is currently out of service. The State of Minnesota along with local <br />departments have examined the defibrillator units currently on the market and have found the <br />Laerdal HeartStart FR AED Unit to be the best one on the market for its ease of use and carefree <br />maintenance. A HeartStart FR Defibrillator Unit is available under the State of Minnesota <br />Contract from' LAERDAL, Inc. for $2,751.69; which includes sales tax and an additional <br />external data card reader. Included in the Capital Equipment Replacement Fund is $2,820.70, <br />which represents the total of accumulated depreciation pertaining to the purchase of the 1996 <br />defibrillator. This amount could be used to cover the purchase of a new defibrillator. Due to the <br />Year 2000 Fixed Asset Policy threshold of $1,000.00, items such as transcription machines and <br />mini-cassette recorders no longer are capitalized, but are included as part of the department's line <br />items. Prior to 2000, dollars were transferred to the Capital Equipment Replacement Fund for <br />the funding of such items. The Police Department is in need of a replacement for its elevenoyear <br />old transcription machine and two mini-cassette recorders. A quote obtained from Precision <br />Business Systems gave a total price of $860.00 for all three items. Included in the Capital <br />Equipment Replacement Fund is $878.30 accumulated depreciation. This amount would fund <br />the purchase of the new equipment. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to recommend <br />City Council adopt a resolution transferring $3,611.69 from the Equipment Replacement Fund to <br />the General Fund, for the replacement of a defibrillator, transcription machine, and two mini- <br />cassette recorders. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Connolly, and <br />Anderson.
