Presentation

Associate Planner Dalnes advised that the City received an ~ipplication from.Troy Stenerson for a
conditional use permit to construct an accessory building that would exceed the maximum
allowable square footage established in City Code on the property located at 9501 Inverness
Lane NW. She noted Mr. Stenerson resides in the Northfork development, which has within its
covenants a condition prohibiting outside storage of equipment. Mr. Stenerson has a twenty-six
(26) foot long enclosed cargo trailer that is used to transport his snowmobiles and ATVs. He
currently stores the trailer on the driveway, which does comply with City ordinances.

Associate Planner Dalnes explained the subject property is eligible to 1,664 square feet of
accessory building space. The proposed building is 1,200 square feet, and the existing attached
garage is 1,084 square feet. -Thus, the total square footage of accessory buildings on the subject
property would be 2,284, resulting in an overage Of 620 square feet.

Associate Planner Datnes stated each year it seems that a question is raised regarding the number
of conditional use permits issued for oversized accessory buildings. Per the request of the
Planning Commission, Staff has researched the number of conditional use permits issued for this
purpose as well as the overall number of garage permits issued over the past couple of years.
The results of this research are .included in the Commission's packet. It is apparent that the
smaller property sizes generate the most overage requests. Staff is looking for direction on the
following issues:
· Should the code should be amended to inCrease the square footage allotment for these
smaller properties or remain as it is
· Should overage requests continue to be handled on a case by case basis or should stricter
enforcement should be practiced

Commissioner Brauer stated it is interesting that the statistics show the number of conditional
use permits for overages have been decreasing. He .noted other than the two large overages the
numbers are faisly consistent.

Citizen Input

Troy Stenerson, applicant, stated he was one of the last people to move to Northfork. As he
looked at the development he saw many outdoor trailers and assumed he would be okay with his
26 foot trailer. Someone then drew a tine and stated the newer area of Northfork cannot have
outside storage. He explained his trailer is 26 feet long from the main body of the trailer with a 4
foot nose and a hitch on top of that. He is the last guy that wants to spend $60,000 to put up a
full stucco structure, but it is being enforced by the association. He explained with a typical
snowmobile trailer a person can back into the garage. He explained his need for maneuverability
with his wheelchair. He stated the building will look nice; it will be full stucco to match the
house and will haYe Anderson windows.

Commissioner Brauer suggested this issue may potentially be covered by the ADA.

-92-

Planning Commission/November 3, 2005
