CASE <br /> <br /> REQUEST FOR AN INTERIM USE:PERMIT; <br /> CASE OF ROBERT GUZZO <br />By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />In May of this year, the City approved a six (6) month Interim Use Permit for: Robert Guzzo to <br />operate a sign business in a detached accessory building on his residential property located at <br />6160 Green Valley Road. That permit expired on November 10, 2005 and Mr. Guzzo has <br />submitted an application requesting another Interim Use Permit .to continue operating the sign <br />business in its current location. <br /> <br />The following items are enclosed-for'your information: <br /> <br />a) <br />'b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />h) <br /> <br />Site location map <br />Site picture <br />Planning Commission meeting minutes dated April 7, 2005 <br />City Council meeting minutes dated May 10, 2005 <br />Letter from neighboring property owner <br />Proposed findings of fact <br />Proposed resolution to deny Interim Use Permit and to specify date by which the <br />business must vacate the residential property <br />Proposed Interim Use Permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br /> <br />Observations: <br /> <br />The number of non-resident employees (at least three, including two partners and one employee) <br />associated with this business exceeds the maximum allowed by the home occupation regulations <br />and therefore, Mr. Guzzo is not eligible to apply for a home Occupation permit. In lieu of this, <br />Mr. Guzzo has applied for a second Interim Use Permit to continue to operate the sign business <br />for an additional eighteen (18) months. The business consists of manufacturing signs on site via <br />mig welding and than delivering and installing them off-site. <br /> <br />There were a number of concerns raised by residents and City Staff when Mr. Guzzo originally <br />applied for an Interim Use Permit in April of this year. These concerns included' the additional <br />traffic generated by this business on Green Valley Road, whether the site had the capacity to <br />facilitate large truck deliveries in a safe manner without impacting or obstructing traffic flow on <br /> <br />-323- <br /> <br /> <br />
