CASE #: 1~ <br /> <br />REQUEST FOR FINAL PLAT AND FINAL SITE PLAN APPROVAL FOR RAMSEY <br />TO WN CENTER 11TM ADDITION AND RAMSEY OFFICE PLAZA; <br /> CASE OF RAMSEY TOWN CENTER, LLC AND SHARP AND ASSOCIATES <br /> By: Patrick Trudgeon, AICP, Community Development Director <br /> <br />Background: <br /> <br />The City is in receipt of the final plat of Ramsey Town Center 1 lth Addition which will create <br />one buildable lot and two outlots and the final site plan of Ramsey Office Plaza, a three-story <br />office/retail building. The subject property is located between Rhinestone Street and East Town <br />Center Drive, south of East Ramsey Parkway. The subdivision request is being considered along <br />with a site plan review for the Ramsey Professional Center. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br />h) <br />i) <br /> <br />Site location map <br />Final plat <br />Final site plan <br />City Council Meeting Minutes dated October 11, 2005 <br />City Staff Review Letter for Final Plat dated December 9, 2005 <br />City Staff Review Letter for Final Site Plan dated December 9, 2005 <br />Proposed Development Permit for Final Site Plan <br />Proposed Development A~eement for Final Plat <br />Proposed Resolution approving Final Plat <br /> <br />Notification: <br /> <br />The Plam~ing Commission held a public hearing on the preliminary plat at their October 6, 2005 <br />meeting. <br /> <br />Observations: <br /> <br />The preliminary plat is proposing to create one buildable lot and several outlots. The total area of. <br />the plat is approximately 18.5 acres. The Ramsey Office Plaza is proposed for Lot 1, Block 1; <br />this lot is approximately 4 acres in size and is located in the Town Center TC-1 subdistrict. There <br />is no minimum lot size in this district. Minimum lot width is 20 feet, and minimum lot depth is <br />80 feet. Lot 1, Block 1, meets these requirements. <br /> <br />The Ramsey Office Plaza building represents the first of three office/retail buildings on this <br />block. The proposed office/retail building is a permitted use within this district. City Code <br />requires a Floor Area Ratio (FAR) of 1.0 in the TC-1 District. On this particular lot, the FAR <br />requirement equates to a minimum 177,763 square feet of floor area. The site plan proposes' <br />53,873 square feet of office area, for an FAR of 0.3. The final FAR for the entire site will need to <br />be calculated when site plans are submitted for the remaining two buildings on the site. The <br />Planni~g Commission reviewed the prel/minm7 site plan on October 6, 2005, and requested that <br />Staff formulate some options for addressing the FAR issue. <br /> <br />-356- <br /> <br /> <br />
