Final Plat Review: Ramsey Town Center l lt~ Addition : <br />December 9, 2005 <br />Page 2 of 3 <br /> · Veri:~ that all hydrant locations are shown correctly on the plans. The <br /> hydrants were to be inline with the planters and ligh~t poles. Our information <br /> indicates that the hydrants were installed to conform to this requirement. <br /> · Provide the city with a copy of the MPCA application transferring <br /> responsibility for the site to the Contractor. <br /> · Coordinate location and elevation o£ utility stubs with Plowe Engineering. <br /> · On Page 25 of the plans, change the 12" Plug to 8" Plug at Sta 9+05. <br /> <br />6. Streets/Access: The plat shows access to property coming from'Sapphire Street. Sapphire <br /> will initially be constructed to serve this property and terminate in a temporary cul-de-sac. <br /> Staff finds this acceptable for the interim.. Easements must be created to allow for the <br /> temporary.cul-de-sac and must be supplied to the City for their review, once property to the <br /> north is developed, this cul-de-sac and easements must be abandoned and cormected to the <br /> planned road network. It should also be noted that public right-of-way Will be required north <br /> of Lot 1 to construct 145th Avenue across Outlot A. VarioUs solutions have been discussed <br /> but nothing has been agreed upon. [t has been decided by the City Council that the precise <br /> alignment of 145t~ Ave. across Outlot A will be determined at a later date. <br /> <br />Park Dedication/Trail Development: Per the Master Development Agreement, the City <br />and the Master Developer have negotiated a Park and Trail Dedication A~eement. In <br />accordance with the Park and Trail Dedication Agreement, there are not any park dedication <br />or trail development fees owed on this plat. However, there is a park payment obligation in <br />the 1~ Amendment to the Master Development Agreement that requires a cash payment, to <br />the City, upon sale of the property in an amount equal to $5000.00 per acre being sold on the <br />property in accordance with the zoning regulations. The amount due under this plat is <br />$20,405.00. This fee will be collected prior to the release of the final plat for recording. <br /> <br />Streetscape: Staff has reviewed the proposed streetscape plans and finds them generally <br />acceptable subject to the following comments: <br /> <br />Final Streetscape should only be installed after b~.dlding(s) are constructed. <br />Temporary sidewalk will be required from east edge of first building to Rhinestone <br />Street at the time the final streetscape is installed at Sapphire and Sunwood. <br />Blue Beech is sensitive to deicing'sal1 spray and accumulations of deicing salt in the <br />soil. An alternative species must be used where the Blue Beech is shown immediately <br />adjacent to the road (along both Sapphire and Rhinestone Streets).
