Preliminary P!at and Preliminary .Site Plan Review: Ramsey Town Center 12th Addition
November _~, 2005

21. Off-Street Parking Requirements: The TC-4 District raquires 2 off-street parking spaces
for each unit; this requirement is exceeded with the 2~car garages and the driveways. Some
parking is allowed on public streets, however, this may not be adequate for overflow parking.
There are additional an additional 15 guest parking spaces proposed throughout the plat. The
Development Contract will require that the parking nodes be maintained by the Homeowners
Association.

22.

Driveway Length/Width: Under ihe TC-4a Zoning Code, driveways must be at least 20
feet, but no more than 25 feet in length. Because of the curvilinear street and the unique
shape and depth of the property, several of the driveways exceed the. 25 foot maximum len~h
restriction. An application' for a variance has been received and will be submitted to the
Board of Adjustment on December 1 for consideration.

23. Landscaping: The landscaping plan, dated October 13, 2005,-is generally acceptable.
However, at least a couple additional shrub species should be included in the plan to provide
~eater diversity, Due to the combination of rock face walls and steep ~ades facing Bunker
Lake Blvd, the additional shrub species should characteristically reach heights of at least six.
(6) to ten (10) feet to soften these elevations. Furthermore, it may be more appropriate to
utilize the standard burning bush as opposed to the compact variety, to gain some height,
again softening the view from Bunker Lake Blvd. Ail species are either acceptable or
preferred as outlined in the Ramsey Tree Book and meet or exceed the minimum size
requirements. It appears that the square footage of canopy cover exceeds the minimum
required, but this cannot be verified without the total area of the site, and both the pervious
and impervious area calculations. A revised plan must be submit-red that includes additional
shrub species and the pervious/impervious surface calculations.

24.

Ground Cover/Irrigation: The development is required to establish sod in all areas not
improved with structures or pavement. An .'imgation system will need to be provided
throughout the developmen! where sodded and landscaped areas will be established. Any
irrigation systems will need to be revie~ved and approved by the City Engineer.

25.

Mailbox Location: The placement of mailboxes for the townhome units should be lOcated
along the private streets when possible. Location of mailboxes along public streets will need
to be clustered and is subject to the review and approval of the Streets Supervisor.

26.

Address $ignage: The City will be requiring an address location sign (specifying the units
addresses) to be placed at the entrance of all private streets. The required signage will assist
emergency services in locating a specific unit when called to the site. In order to assist Staff
in review of the placement of signs and to ensure an orderly look of the site, please revise the
signage and striping plan to show address signs. The address signage is subject to the review
and approval of the City Engineer and Police Chief. It should be n9ted that signs identifying
the development will require a separate sign permit.

-419-
