Preliminary Plat and Preliminary Site Plan Review: Ramsey Town Center 12th Addition <br />November 23, 2005 <br />Page 5 of 7 <br /> <br />19. Townhouse Design/Architectural Standards: The miniknum/maximum building height in <br /> this district is 2-4 stories. All of the dwelling units are 3 stories and comply with the height <br /> requirements. Due-to grades, the buildings were designed with the garage as the main level <br /> and the living quarters are on the second and third stories. <br /> <br />The development is proposing one townhouse style (row house units). The Town Center <br />Development Guidelines establish a brick ~nhancement threshold of 35% of the rion-glazed <br />area of the front facing wail, unless the building design is enhanced through other means such <br />as covered porch, areas, broken roof lines, articulated fagade and material or color changes. <br /> <br />The front facing wall contains a mix of rock face block, brick, vinyl siding and accents <br />consisting of cement fiber, metal fascia, and bum/shed block. Although this is considered the <br />building .front, it doesn't contain any front doors. The reason for no doors is that the grades <br />are such that too many steps would be required to access the front doors from Bunker Lake <br />Blvd. Howek, er, there are 12 large windows that project outward from the building to provide <br />fagade articulation for pedestrian appeal. Black and white elevations have been submitted. <br />Color elevations are needed to confirm the use of color changes. It appears that the front wall <br />will meet the Town Center guidelines. <br /> <br />The two end Wails consist only of vinyl siding. The Guidelines discourage large expanses of <br />vinyl siding. Consideration should be given to incorporating additional materials changes on <br />the building ends. <br /> <br /> The rear wall will act as the front door as it Will be the only entrance to these units. This wall <br /> also faces the single family homes in 8th Addition. The majority'of the rear wall is made up <br /> of vinyl siding with some rock face block accents on either end of the structure. Staff is <br /> recommending that the 3rd story windows contain some cement fiber board and burnished <br /> block accents like the front. And,.that additional brick be added to the garage level to make <br /> the entrances more appealing and inviting. <br /> <br />20. Townhouse Size: City Code requires town.house units to be a certain size based on the <br /> number of bedroomS the unit will have: <br /> <br />bedroom 700 ~quare feet <br />bedroom 800 square feet <br />bedroom 960 squa{.e feet <br /> <br />The preliminary plat/site plan submittal did not include information regarding the unit sizes, <br />This information must be provided at the Planning Commission meeting on December 1, <br />2005. <br /> <br />-418- <br /> <br /> <br />
