CASE #

CONSIDER ADOPTION OF CITY COUNCIL OUT-OF-STATE TRAVEL poLIcY
By: James E. Norman, City Administrator

Background:

At a work session held by the City Council on June 28, earlier this year, the City Council
requested that a Travel Guidelines Policy be drafted for the City. Staff had also learned that a
new State Statute had been adopted during the 2005 legislative session that requires that all local
government units must develop a policy that controls travel outside the State of Minnesota, for
applicable elected officials of that government unit. The League of Minnesota Cities developed
a model travel policy for cities to consider and the City Council discussed the model policy,in a
work session held on November 15, 2005.

The policy recognizes that elected officials maY at times receive value from traveling out of State
for workshops, conferences, events, and other assignments. This policy sets forth conditions
under which out-of-state travel will be reimbursed by the City.

Recommendation:

Staff would recommend adoption of the City Council Out-of-State Travel Policy.

Council Action:

Motion to adopt the City Council Out-of-State Travel Policy.

Reviewed by:

City Administrator
Finance Officer

CC: 12/13/05

--526-
