Motion by Councihnember Cook, second b.,,y Councilmember Zimmarman, to authorize ~t~ff to <br />hold scgotJatJo~:s with the residents to pave the frontage road.paralleling TH 47 south of 160u' <br />Lane at a 32 foot width, with an 8 foot trail to be stfipa.d., and to include a cul-de-sac, and to <br />ullow ncgotJatJons up to 50 percent of the cost of the project, with additiorml funding to come <br />fi'om the Par< Trail Fund to pay for the 8 foot trail portion offth~ top of the projact cost. <br /> <br />Further Discvssion: Mayor Garnet noted this cul-de-sac may be extended in the ~.ture. They <br />may only need a temporary cul-de-sac wi~ a road and blockade and mm around. <br />Counci[member Kin'ak ~ked for c[ari~cation ~ to how rrM[ ~nds w~l[ be used ~n the project. <br />Gouncilmember COok explained ~rail ~nds would be used to pay Foz the eight foot width <br />trail. The remainder of the cost would be split 50/50. This would t~e approximately 30 percent <br />off die entire cost. Assistant Public Works Director Olson indicated a feasibility study will b~ <br />prepared and brought back to the soonest Council m~=ting a~er th~ feasibility study <br />completed. He noted bringing the c~e directly to ~e Council, rather than bringing it back to the <br />Public Works Committee first, will speed up ~e process. - <br /> <br />Motion carried. Voting Yes: MayOr Gamec, CounciLmembers Cook, Zimmerman, Elvig, Kurak, <br />and St~:ommcn. VotingNo: None. Absent: CouncilmemberPearson. <br /> <br /> 2) Public Works Campus Layout and Tour <br /> <br />Councilmember Zimmen'nan reported the Public Works Committee was given a'tour of the <br />Public Works Campus. Some of the equipment ~s getting aged and some of'the building is in <br />need of' repair. The Committee discussed the ~owing needs of Public Works and the possibility <br />of a po~'tabIe temporary classroom facility. They also discussed the future of this area and the <br /> bility o£ expanding this out to Limonite Street to the west. It was noted that with the Town <br />Center thcy would be needing more area wit. h this campus. <br /> <br />Councilmember Elvig stated the Public Works Department has a si~nificant need, as the <br />department is basically working out of a tin shed with make shift ~ffices. There are a certa/n <br />amount of' improvernents that will be required when· they look at thel size of the City and where <br />they arc going. Also, it seems natural that the City would.get fairly aggres_sive about acquiring <br />the hist chunk of land available that is connected with this property. <br /> <br />Cauncilmember Zimmennan asked if the land at' the northwest corner of the facility out to <br />Limonitc Street is part of the land the City is negotiating for. . <br /> <br />City Administrator Nornlan replied it is not currently, but the land is in the City's plan for <br />negotiations. The City has been in contact regarding this, but they are not in active negotiation. <br /> <br />Councilmember Elvig stated the sooner this land could be acquired it would be better with the <br />g~'owth o£ Town Cemer. The property will not get any less expensive as they go along. <br /> <br />Councilmember Cool< noted they may want to look in this area for land for a water plant at some <br />point.
