City of Ramsey <br />Ramsey Town Center Project <br />Project Management Services <br /> <br /> Technical Proposal <br /> November 3, 2005 <br />Reference No. LSA/Promo <br /> <br />PROJECT MANAGEMENT PROPOSAL <br /> <br />PURPOSE <br /> <br />The purpose of this Proposal is to provide a list of services as the Project Manager for the City-of <br />Ramsey on identified projects within the core area of the Ramsey Town Center project. <br /> <br />GENERAL SCOPE AND WORK DEFINITION <br />The City is actively involved in the creation and implementation of Rams.ey Town Center. The City has <br />made significant financial commitments to the success of this project. They. have and will continue to <br />take an active role in helping direct and define the results of their 'financial commitment for the <br />betterment of the community at large. <br /> <br />The City currently has an ownership interest in various parcels in the "Core Area" either through fee- <br />title, Option Agreements or verbal agreement with RTC LLC. The City sought out and gained control <br />of these properties to: <br /> <br />Actively Participate in Development Projects that would benefit from a Public/Private <br />Partnership such as a Community Center/Fitness Center, Cinema, and parcels with a direct <br />relationship to the Transit Facility and future Northstar service. <br /> <br />The City also has a direct role in regulating the overall development of the Core Area and the <br />coordination/location of uses that will have the use of shared parking within the Municipal Parking <br />System and federally funded Transit Facilities. <br /> <br />Not surprisingly, there are several stakeholders involved, each with their own agenda and schedules. The <br />two main stakeholders are RTC LLC and the City of Ramsey. To further complicate the process, the <br />RTC LLC has several sub-stakeholders. Although all of the stakeholders have been making every effort <br />to work together and coordinate development of the Core Area, there are just too many projects taking <br />place without clear direction. As a result of this, there have been duplicated efforts and unproductive <br />meetings. <br /> <br />To help with the organization and direction of the city's participation, LSA Design is submitting the <br />fbllowing proposal to provide Project Management Services to the City of Ramsey. LSA Design will <br />provide support, representation and direction from the City stakeholder position. Our Planning and <br />Design skills are well developed in these areas and we feel we would provide excellent value to the City. <br /> <br />Page 1 of 4 <br /> <br /> <br />
