LSA will establish a project management system to monitor current and proposed projects <br /> within the Core Area. These services will include: <br /> · Organizing and attending team meetings on City controlled projects, preparation of <br /> meeting minutes, discussion points, and action items for future work. <br /> · Attending and representing the City at all other Core Area meetings. <br />, Communications <br /> 1. Prepare written update documents for City controlled project on overall project advancement <br /> and team activities on a monthly basis. <br /> 2. Periodic discussions with cities legal counsel and financial consultant regarding land <br /> development issues, finance issues, Devel6pment Agreement interpretation, and land <br /> acquisition. <br /> 3.Presentations to City Council and HRA as needed. <br /> <br />Planning and Pre-Design Services <br />· Project Initiation <br /> 1. Lead discussion to define overall project Goals and Objectives with City staff, HRA and <br /> Council for all elements within the Core Area. <br /> 2. Create a financial model for project implementation for various development scenarios for <br /> program uses such as Cinema, Fitness Center, Community Center and Parking System. <br />, Project Definition and Programming Options <br /> 1. Define current ownership position on all parcels (either written or verbal) and prepare <br /> documents necessary to ensure the City has sufficient legal controls over the property to <br /> move forward. <br /> 2. Prepare Space Program Options for each City controlled parcel based on land use type and <br /> capacity. <br /> 3. Prepare Preliminary Project Budget. <br />, Parking System Management <br /> 1. Continue to prepare parking systems impact analysis of each development scenarios to <br /> ensure City is in conformance with RTC Parking Ordinance and Parking Plan. <br /> 2. Prepare parking layout as needed to meet project requirements. <br />· Land Development Options <br /> 1. Prepare land development optional analysis for each City controlled parcel including, but not <br /> limited to fee sale, ground lease, turnkey, lease-back or other various options for <br /> Public/Private Partnerships. <br /> 2. Prepare finance plan for various options including general proforma, cash flows, <br /> bonding/TIF options and lease structures. <br />· Land Acquisition and Coordination of: <br /> 1.
