We will develop and manage the developer selection process for the City including <br /> preparation of RFP, conducting interviews, and selection of developer. <br />2. We will assist the city with negotiations with the selected developer, review of detailed <br /> development proposals and proforma. <br />Manage Consultant Services <br />1. Engage consultants necessary to review work by RTC <br />2. Services include architectural (BVK, Kathy Anderson.- .... ), Finance (paUl Donna), TIF 'Mike <br /> Mulrooney) <br /> <br />C. Planning and Pre-Design Services <br /> * I am NOT proposing to do this work at this stage. Our team will provide a critique of work <br /> provided by RTC Architects. If so requested, I will include this work in a revised Proposal <br /> Project Initiation <br /> <br />SCHEDULE <br /> <br />It is anticipated that work will commence immediately and run through August 2006. Without a <br />specific schedule from the RTC LLC, it is difficult to pinpoint when these efforts will no longer be <br />required. Given this condition, I have used a six month window for this work and will seek to revisit <br />this issue at the end of this period. <br /> <br />FEE'S <br /> <br />LSA proposes to complete these services on an hourly basis according to our normal hourly rates. <br />Estimated total fee for the six month period is in the range of $75,000 to $120,000 plus normal <br />expenses and outside consultants as they become necessary. The range is based on potential <br />multiple variations in program and development options. <br /> <br />AUTHORIZATION TO PROCEED <br /> <br />The following signatures constitute Authorization to Proceed with work as described above. <br /> <br />James B.
