Councilmember Hendriksen inquired if the $32,000 is what the City would be purchasing the <br />land for. <br /> <br />Parks/Utilities Supervisor Boos replied that the $32,000 was only an arbitrary number. <br /> <br />Councihnember Zimmerman inquired if it would be possible for the City to'enter into a ten-year <br />contract with the property owner and not develop the park at this time. <br /> <br />Councilmember Connolly questioned if the land is purchased by the City does the land have to <br />be declared as park land. <br /> <br />Councilmember Hendriksen stated that he does not want to spend the money on acquiring the <br />land only to have people coming in expressing concern that they are going to be shot using the <br />land because of the close proximity of the gun club. <br /> <br />Parks/Utilities Supervisor Boos stated that setting aside funds could be used to either purchase <br />the land or develop a park concurrent with development of the land. <br /> <br />Councilmember Zimmerman inquired if it would be possible for the City to be granted first right <br />of refusal. <br /> <br />Consensus of the Committee was to direct staff to get a legal opinion from the City Attorney <br />regarding the City obtaining first right of refusal on the property. <br /> <br />Parks/Utilities Supervisor Boos stated that the second item included on the 2001 Park's C.I.P <br />was Elmcrest Park Phase I. He explained that this initiative would begin the development of <br />Ramsey's 5th and newest Community Park. The property has been surveyed and topographic and <br />wetland information has been collected, which provides for the development of bidding <br />documents for a 2001 constrnction season: The next step would be to survey neighborhood <br />residents for their ideas for the park design as well as residents at large in conjunction with the <br />planning process by the Park and Recreation Commission with review and comment by the <br />Ramsey Youth Athletic Association. The primary first phase development would be the <br />construction of an access road and parking as well as turf establishment, well and controls, <br />irrigation and turf establishment for soccer fields. The City is eligible for a $100,000 grant from <br />the Minnesota Department of Children, Families, and Learning for the development of Elmcrest <br />Park. <br /> <br />Councilmember Hendriksen inquired as to what the grant obligates the City to do. <br /> <br />Parks/Utilities Supervisor Boos replied that he did not have the final documents yet, but would <br />bring them forward to the Council once the documents are received. <br /> <br />Councilmember Connolly noted that the possibility of receiving additional grant money is very <br />likely. <br /> <br />Finance Committee/October 24, 2000 <br /> Page 4 of 7 <br /> <br /> <br />
