reason sidewalks are being requested on both sides of the street is the likelihood that there will <br />be two schools within one mile of these homes at some point in the future. <br /> <br />Ms. Frolik advised the Planning Commission conducted a public hearing on November 3, 2005. <br />There was significant discussion regarding designing the neighborhood with street connectivity <br />to adjacent neighborhoods and facilitating safe pedestrian and vehicular traffic, especially if <br />there is a school developed on the site in the future. There is also a concern that some portion of <br />the public/quasi-public parcel will be preserved for a public recreational use if the property is not <br />developed with a public/quasi-public use in the future. Ms. Frolik advised the Planning <br />Commission recommended preliminary plat and site plan approval with the contingencies and <br />provisions listed in the Council's packet. <br /> <br />Civil Engineer II Linton provided a review of the traffic analysis. He stated the results of the <br />traffic analysis indicated that these new 50 lots will not have an adverse impact on surrounding <br />traffic. There was one note in the traffic study that the level of service at the intersection of <br />Sunwood Drive and Nowthen Boulevard will cross the order between satisfactory and <br />unsatisfactory as a result of this traffic. The percentage increase is 2/100 of a percent. Staff has <br />reviewed this and is recommending that turn lanes be added. This is a county road and Sunwood <br />Drive is a major city collector. The recommendation is that the turn lanes be added as a CIP <br />project. There are other projects north of this development that are in the planning process that <br />will add traffic; some of that traffic was anticipated in the growth in the traffic study. <br /> <br />Ms. Frolik indicated staff is looking for direction on whether sidewalks should be included on <br />both sides of Helium Street and the new east/west street through the plat, and who would pay for <br />the sidewalks if they are included. A motion is needed for preliminary plat and site plan <br />approval for Case No. 8. Case No. 9 includes a motion to approve the Comprehensive Plan <br />Amendment. Case No. 10 includes a motion to rezone B-1 Business and Public/Quasi-Public to <br />Planned Unit Development, and R-1 Residential to Public/Quasi-Public. <br /> <br />Regarding the suggested sidewalk in the Branseth Addition, Mayor Gamec asked if the walkway <br />in the area of the Kurak property was extended to Potassium Street. <br /> <br />Civil Engineer II Linton responded in the affirmative. <br /> <br />Mayor Gamec asked if this sidewalk was paid for by the developer. <br /> <br />City Engineer Jankowski replied it was decided by the Council to pay for that sidewalk with City <br />trail or sidewalk funds. The sidewalk within the development was paid for by the developer. <br /> <br />Councilmember Cook stated there is the possibility of two schools being located in this vicinity, <br />and there should be sidewalks on both sides of the street. The road that comes down through the <br />area should also have sidewalks on both sides. <br /> <br />The consensus of the Council was that sidewalks should be included on both sides of Helium <br />Street and the new east/west street through the plat.
