Councilmember Elvig recommended consideration of an easement for a trail access to be added <br />parallel to the east edge of the dental site running north/south to Krypton Street. This would <br />provide an access to the school. <br /> <br />Leon Fischer, 15113 Nowthen Boulevard, stated he owns all the land in this area that is not <br />owned by the City. He still retains ownership of the three homes on Nowthen Boulevard and <br />objects to the statement that these homes will be public/quasi-public. His intent is that they <br />remain single family residential or this deal will not close. <br /> <br />Ms. Frolik clarified the single family homes will remain single family residential, and the area <br />behind the homes will be public/quasi-public. <br /> <br />Councilmember Elvig inquired how much acreage the City currently owns at City Hall. He <br />questioned if they are truly trading one for one on the land, or if there are other financial <br />considerations as well. <br /> <br />City Administrator Norman replied there are other financial considerations involved. The <br />developer has indicated they will take responsibility for all of the road construction. <br /> <br />Mayor Gamec inquired about the City Charter requirements in relation to selling land. <br /> <br />Councilmember Strommen suggested this approval be contingent upon meeting the City Charter <br />requirements, or that the preliminary plat not be approved until all of the details are provided <br />regarding the financial considerations on the land exchange. <br /> <br />Councilmember Elvig questioned how to protect the land from being pulled from use as a school <br />site. <br /> <br />City Administrator Norman replied the land designation is protected through the Comprehensive <br />Plan. <br /> <br />Councilmember Elvig questioned if there is enough land on this site to sustain a middle school at <br />some point. <br /> <br />City Administrator Norman replied the acreage requirements were discussed in a work session. <br /> <br />Mayor Gamec noted the acreage requirements discussed were recommended at 25 to 30 acres for <br />a junior high school. <br /> <br />Councilmember Cook stated the discussion in the work session was to try to move the school site <br />south, and it was to the City's advantage to place this school adjacent to the existing elementary <br />school. One of the things discussed was that there may be some joint uses between the <br />elementary school and a junior high school, so the amount of land needed might not be as much <br />as if it were located on a separate site. <br /> <br />City Council / November 22, 2005 <br /> Page 14 of 23 <br /> <br /> <br />
