Mr. Lawabni stated this development requires a lot of coordination overseas, and the faster they
can receive approval from the Council it will help them move forward. They are hoping to break
ground in April.

Mayor Gamec stated he has talked with several people from different commissions about this
development, and the comments of the Planning Commission regarding this development were
very good. This is a very important part of the City and Town Center, and there wilt be very
good cooperation with this development from the City. Fine planning has gone into this
development and the City is very enthused.

Councilmember Jeffrey stated he is excited about this development. It will be a great anchor for
Town Center.

Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to approve preliminary
site plan for Asissi Restaurant/Nightclub: Case of National Growth, LLC, contingent upon the
Staff Review Letter dated October 27, 2005, revised November 18, 2005.

Further discussion: Councilmember Elvig inquired about the planned security at the nightclub.
Mr. Lawabni replied the insurance company has asked the same question. They are planning on
having a top notch security company. Ms. Anderson expressed concern that they are receiving
comments from engineering staff regarding outstanding issues related to curbs, roads and
landscaping, which is information they do not have. She expressed concern with the possibility
of not receiving final plat in December due to these outstanding issues. Community
Development Director Trudgeon indicated staff will need to do some hustling to be certain that
everything is taken care of by the December 13th Council meeting. He suggested the preliminary
plat and final plat could both be considered at the December 13th meeting, as this is a fairly
simple plat. Mayor Gamec noted this procedure has been followed with a few other plats, and it
should not be a problem with this site. Community Development Director Trudgeon explained
the trickier part of the site related to things such as the edges, landscaping, utilities feeding into
the property, and the streets. This becomes complicated because there are two different
developers with National Growth within the lines and Ramsey Town Center developing the area
with public utilities and roads. The final plat documents for utilities and roads still needs to be
coordinated by Ramsey Town Center, and staff will assist in getting that accomplished. Mayor
Gamec stated the City is behind this project. He directed staff to do whatever they can to move
this project along faster.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson,
Pearson, and Strommen. Voting No: None.

Case #12:

Consider Approval of Acquisition of Easements for the NW Trunk Sanitary
Sewer Extension

City Engineer Jankowski reviewed that the City Council selected the alignment of the NW Trunk
Sanitary Sewer extension on April 12, 2005. Staff was directed to notify residents adjacent to
Alignment No. 3 on June 9, 2005. The purpose of this notification was to begin the process of

City Council / November 22, 2005
