through Laser Technologies, Inc. of Bloomington at a cost of $325/unit plus tax and shipping.
The two additional work stations were not included in the 2000 Capital Equipment budget, but
due to evaluation of current Police Department equipment needs, the computer work stations
have taken a higher priority over the other equipment needs. The Police Department requested
that the two computer work stations be funded from the Other Capital Equipment funds, of
which there is sufficient funds. The two CDDP modems were included in the 2000 Other
Equipment Capital Fund under Lap-Top computers.

Councilmember Hendriksen stated that the modem card prices seems to be high and inquired if
staff knew if it was a competitive price.

Sergeant Dwyer replied that the information he received is from the Coon Rapids Police
Department and they selected that particular modem because of how it works in the area. He
stated that staff is relying on the information that the Coon Rapids Police Department had when
they selected the modem. This modem is also being recommended by the Administrator of the
Anoka County records system. Originally staff was going to request $21,000 for the Visions
System in next year's budget, but with the CDDP modem there is no longer a need for the Vision
System product. By purchasing two of the modems now, two of the Police cars will have access
to the County Records system.

Councilmember Hendriksen inquired if the Police Department currently had a CDDP modem in
any of the squad cars.

Sergeant Dwyer replied no, explaining that currently the squad cars have no access to the County
Records system.

Councilmember Hendriksen inquired if the Council should anticipate that every car will end up
with a CDDP modem.

Sergeant Dwyer replied that that would be their goal, but presently the Police Chief is
comfortable with having the modems in two of the squad cars.

Councilmember Hendriksen inquired in regard to the wireless agreement.

Sergeant Dwyer replied that the City will need to have a CDDP provider. Currently, the Coon
Rapids Police Department is working with the State of Minnesota on the potential of getting their
own contract which all of Anoka County would go under. The wireless agreement for 2001 was
included in the 2001 budget process.

Councilmember Hendriksen stated that the $600 annual charge for the wireless service is greater
than the $325.00 cost of the modem and is a yearly charge. He stated that he is not opposed to
technology, but in the future staff should include that cost in the Council case because they are
asking for the $325.00 plus the $600 annually.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to recommend
that City Council authorize the purchase of the two computer work stations and the two CDDP
Modems.

Finance Committee/November 14, 2000
