Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, and
Anderson. Voting No: None. Absent: CouncilmemberZimmerman.

Case #2: Purchase of Benelli Shotgun

Police Chief Gustafson stated that the Police Department is requesting the purchase of one
Benelli semi-automatic shotgun, which would allow each of our primary squads to be equipped
with this tactical weapon. Currently, Squad #309 is operated without a shotgun. The Police
Department received a quote of $800.00 from Elmer Arms, Inc. for one Police Benelli Shotgun.
This price beats that of local Level III authorized firearm dealers. The currently owned shotguns
are equipped with tact-lights, a sling, night sights and miscellaneous accessories, which are
available through the department's tactical vendors for a total of $350.00. Funding for the
Benelli Shotgun and accessories would come from the Police Department Forfeiture Account in
the amount of $1,275.00. This includes tax and estimated shipping. Staff recommended the
purchase of a Benelli from Elmer Arms, Inc. and accessories from Botach Tactical and
Brownells, Inc. in the amount of $1,275.00 to be funded from the Peace Officers Special
Revenue Fund.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to recommend
that City Council adopt the resolution authorizing the purchase of a Benelli shotgun from the
Peace Officer's Special Revenue Drug Forfeiture Fund in the amount of $1,275.

Further discussion: Councilmember Anderson stated that she hopes that the shotguns are
anchored firmly. Police Chief Gustafson replied that the Police Department has a written policy
in regard to the placement of the shotguns.

Motion carried. Voting No: None.

Case #3: Purchase of a Speed Radar Trailer

Police Chief Gustafson stated that for some years the Police Department has had continuous
requests for the radar trailers to help calm neighborhood traffic speeding and the Police
Department has a good opportunity to buy a demo trailer.

Sergeant Dwyer stated that the Ramsey Police Department receives approximately 200 extra
traffic patrol requests and road and driving complaints per year. Most of these are occurring in
residential areas. Citizens are urging Council and Police administration to do something about
speed problems. Patrol Officers have attempted to work radar in the problem areas, but due to
increasing call loads, they are not always able to maintain the visible presence requested by the
citizens when the traffic problems are occurring. Neighborhoods, school zones, construction
zones, and dangerous roads could use a little help in promoting speed compliance. In response to
public concern, the Police Department will dedicate an officer to traffic enforcement next year
when shift coverage permits it. With traffic complaints on the rise, staff is seeking other means
to promote speed compliance and traffic safety. The Police Department is requesting the
purchase of a speed radar trailer. The Police Department has shifted their capital outlay

Finance Committee/November 14, 2000
