Councihnember Connolly stated she had thought that a Committee was going to be put together
to work on the design of the park.

Parks/Utilities Supervisor Boos replied that a Committee will be formed after the meeting on
December 14th.

Councilmember Hendriksen stated that the membership of the Committee should be formalized
because if there is not a set membership then no one will show up in the beginning and when it's
time to make decisions, they will be flooded with different input.

Councilmember Anderson stated that December is a tough time for people to meet and would
keep the Committee open to people who would like to get involved in the future.

Councilmember Hendriksen requested that a list of possible Committee members be put together
prior to the next City Council meeting.

Mayor Gamec suggested having a variety of organizations and citizens involved on the
Committee.

Councilmember Hendriksen stated that he would like to see what the size of the Committee will
be, who the stakeholders are, possible names associated with organizations that should be
involved and any open slots.

Councilmember Anderson suggested having the paper print an article about the park and the
planning process that will be taking place.

Consensus was to forward the item to the City Council without recommendation to allow the
City Attorney time to review the grant application.

Case #3: Request to Reconsider Plan Check Fees for Townhomes

City Administrator Norman stated that in September 2000, the City Council was asked to
consider whether or not plan check fees should be charged on second and subsequent building
permits for identical townhomes within a subdivision or project area. After reviewing the
policies of 17 surrounding communities, the Council made a decision to collect plan check fees
on all townhomes. This question was initiated by Tim Strong of Strongbuilt Homes. His
company is constructing some of the townhomes in Mallard Ponds. He was not present when the
Council discussed the matter in September and he requested an opportunity to present his
position to the Council.

Tim Strong, Strongbuilt Homes, stated that his contention is that he has already paid for two plan
check fees for over $2,000 and he is not turning in any different plans for the townhomes and
feels that he should not have to pay the $1,000 for a plan check fee on each unit if there is no
plan check.
