has to keep adding on a $1,000 for a plan check fee, then the affordability of the homes is <br />removed. <br /> <br />Finance Officer Lund noted that whatever the Council chooses to do will set precedent for the <br />future. <br /> <br />Mayor Gamec stated that if a single-family home development was occurring, the City would <br />collect a plan check fee on each individual home. <br /> <br />Mr. Strong replied that he pays $15,000 for a building permit on a quad home, which he has no <br />objection to, but he feels the plan check fee is wrong. <br /> <br />Councilmember Hendriksen inquired if the plan check fee is higher if a plan takes a significant <br />amount of time to review the plan. <br /> <br />Finance Officer Lund replied no, explaining that a plan check fee is 60 percent of the permit fee. <br /> <br />Councilmember Connolly inquired if there was a single-family development with only four <br />home styles would the City collect plan check fees on only one of the four house styles or would <br />they collect on every home that was built. <br /> <br />Finance Officer Lund replied that they would collect on all of the homes built. <br /> <br />Mr. Strong stated that in his situation the homes are already established, the exact size <br />evaluations have already been determined. If there is a review on only four different homes, it <br />would not make sense to charge the fee once because the elevations change. When he sends in <br />the building permit, he is not even sending in the plan so if the City feels that they need $1,000 <br />then it should be labeled as something other than a plan check fee, because the plan is not being <br />checked. <br /> <br />Mayor Gamec inquired as to how the other townhome developments in the City were handled. <br /> <br />Finance Officer Lund replied that they collected a plan check fee on every unit. <br /> <br />Councilmember Zimmerman stated that he is not in favor of changing anything. <br /> <br />Mayor Gamec stated that the City has included the fees on other townhomes in the City and he <br />cannot see changing anything at this time. <br /> <br />Mr. Strong replied that there is always room for change. <br /> <br />Mayor Gamec stated that the City has a set fee schedule and developers should know what those <br />fees are before they start building in the City. <br /> <br />Finance Committee/November 28, 2000 <br /> Page 5 of 8 <br /> <br /> <br />
