Councilmember Hendriksen stated that out of 17 cities surveyed, 11 cities do exactly what the <br />City of Ramsey does. Only two cities do what the applicant is requesting, and three cities are <br />doing something in between. Based on that survey he sees no reason to change the fee. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to make no <br />changes to the Plan Check Fee. <br /> <br />Further discussion: Councilmember 2Mlderson inquired if the fee should be given a dit'ferent <br />name if the plan is not being reviewed each time. Community Development Director Frolik <br />replied that the first review takes a lot more time than the subsequent checks. City Administrator <br />Norman suggested having staff research that option. Councilmember Hendriksen replied that, at <br />a minimum, staffis reviewing the plan to verify that the plan is the same and so it is a plan check <br />and the name should not be changed. , <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #4: School Resource Officer Grant Contract <br /> <br />Poli~e Chief Gustafson stated that in March 2000, the Ramsey Police Department made <br />application to the Anoka County Children and Family Council for collaborative funding to <br />assign a Police Officer to the Ramsey Elementary School for a majority of the year 2001. A <br />grant of $26,041 was approved in May. In October 2000, Council authorized the hiring of a <br />Patrol Officer to be trained and ready to work the streets in January 2001, when another Officer <br />would be assigned to investigation as a juvenile and school resource Officer. All indications are <br />that the new Officer will be ready in January 2001. The Officer to be assigned to the <br />investigation/school position has been selected and is ready to begin January 3, 2001. All that <br />remains is for the City of Ramsey and Anoka County to execute a signed contract. The City <br />Attorney has reviewed the contract and his opinion was that there was nothing in the contract that <br />would put the City in jeopardy. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to recommend <br />that City Council adopt the resolution entering into a contract with Anoka County, the fiscal and <br />contracting agent for Anoka County Children and Family Council, to accept a grant in the <br />amount of $26,041 to fund a Police Officer to be assigned to investigation as a .juvenile and <br />school resource officer at Ramsey Elementary School. <br /> <br />Motion carried.
