The 2.787-acre lot equates to a minimum market
value of $121,402. Therefore, the minimum cash park dedication would be $6,070 (121,402 x
.5). Trail fees are not required for commercial/industrial properties.

Commissioner Ostrum inquired if the property owner paid park dedication previously.

Parks/Utilities Supervisor Boos explained that when the City developed and subsequently sold
lots within the Business Park, park dedication was not collected, but noted that the industrial
businesses have benefited the parks and trails of the City with taxes and in some cases additional
trail segments have resulted.

Commissioner Ostrum inquired if the park dedication had been discussed with the property
owner.

Parks/Utilities Supervisor Boos replied that anytime a new buildable lot is created the City has
the right to collect park dedication.

Commissioner Ostrum inquired if the $121,402 was for the newly created lot or for both lots.

Parks/Utilities Supervisor Boos replied that the park dedication amount is for the new lot.

Motion by Commissioner Johns, seconded by Commissioner Asfahl, to recommend park
dedication for West Radium Business Center First Addition be satisfied by a cash payment of
$6,070.

Park and Recreation Commission/March 9, 2000
Page 2 of 8
