Commissioner Droegemueller replied that the issue of districts was already discussed in early
1999 and was the reason for the "18th district" being created to allow for 50 percent of the funds
being placed into a general fund. Before they look at redistricting he feels the 50/50 system with
the 18~ district should be given a chance to work before the system is redone again.

Commissioner Rolfe suggested putting together a report supporting the districts and then submit
the report to the Council.

Commissioner Rolfe excused himself at 7:20 p.m.

Motion by Commissioner Droegemueller, seconded by Commissioner Asfahl, to direct the Park
Commission to review the current information regarding the 17 districts and then make a
recommendation to the City Council as to whether or not they want to amend the districts.

Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Asfahl, Johns, and
Ostrum. Voting No: None. Absent: Commissioners LaMere and Rolfe.

Case #4:

Schedule Special Commission Meeting to Review and Recommend Proposals
for Central Park's Excess Play Equipment

Parks/Utilities Supervisor Boos stated that the play structure for Central Park has been ordered
and is expected to be received in April of this year which provides for a volunteer installation in
late April or May. An advertisement was placed in the Anoka County Union for three issues and
is running on cable TV. The deadline for receiving the bids or proposals for the used play
equipment is April 3, 2000. One proposal has been received. In addition, several people have
filled out response cards indicating a desire to volunteer with the installation of the project. In
order to maximize the spring weekend installation choices before the dates usually already
committed, staff recommends proceeding as soon as possible with bid or proposal approval.
This would require Park and Recreation Commission review of the proposals between April 3rd
and April 6'h, inclusive, in order to provide a recommendation to the City Council on April 11,
2000.

Consensus of the Park Commission was that Commissioners Droegemueller, Johns and Ostrum
would meet on April 4th at 10:00 a.m. to review the proposals and make a recommendation to the
City Council.

Case #5: Note Vacant Property North of the Extension of Sunwood Drive

Parks/Utilities Supervisor Boos stated that the Trunk Highway #47 improvement project
scheduled to begin this summer, includes construction of Sunwood Drive from its existing
terminus east of Erkium Street cul-de-sac to 149* Avenue at Trunk Highway #47. Northeast of
where the "new" Sunwood meets the existing portion will be a mitigation site to replace wetlands
filled elsewhere in the project. One or more of the property owners adjoining this area have
requested the opportunity to purchase some of this land to enlarge their lots.
