Motion by Commissioner Ostrum and seconded by Commissioner Droegemueller to leave
Recreational District boundaries as they are except for minor changes in boundary lines of
Nature View for the southeastern boundary to extend on 153rd Avenue to the intersecting
boundaries of the Oak and Prairie districts and to realign the southern boundary of Autumn
Heights to follow the alignment of 153rd Avenue.

Commissioner Rolfe indicated support to realign the district lines so each includes a park. He
asked if it is possible to realign the boundary to locate a park in Nature View.

Parks/Utilities Supervisor Boos advised of the potential for a Nature View trail connection to
Elmcrest park.

Discussion occurred regarding possible boundary adjustments and the need to provide either a
park opportunity within each district or a pedestrian trailway, bridge, or tunnel to access a park.

Motion carried. Voting Yes: Chairperson Cook, Commissioners OstrUm, Droegemueller, Asfahl,
Johns, and Rolfe. Voting No: None. Absent: LaMere.

Commissioner Rolfe stated if there is a problem with the boundaries and a need to address a
problem, he would like the Commission made aware of that issue so it can be addressed.

Parks/Utilities Supervisor Boos suggested the Commission determine what should be there
ultimately so a list of possibilities can be created and then prioritized. This will allow thought of
the districts first rather than to consider only the 5-year CIP.

Commissioner Rolfe suggested scheduling a tour of the parks and districts prior discussion of the
5-year CIP discussion. He stated the Council could be invited to join the tour which would also
allow the redistricting issues to be addressed.

Parks/Utilities Supervisor Boos noted it has been several years since the last parks tour and
indicated he would approach the City Administrator to determine if the Council has indicated a
desire for a park tour.

Case #3: Ramsey Environmental Expo

Parks/Utilities Supervisor Boos explained that for the past several years, the Commission has
participated in the Environmental Expo by staffing a booth focusing on different themes and
providing general park information. He stated the Environmental Expo is scheduled for April 29,
2000, and noted the draft agenda and participant list. Parks/Utilities Supervisor Boos advised of
booth options including one for an "adopt a spot" booth.

Commissioner Johns suggested having aerial photos, trail maps, a thank-you for contributions
toward Central Park, a picture of the play structure or display of the model used last year, and the
budget. It would also be an opportunity to emphasize the Commission's appreciation to the
volunteers and to ask for volunteers for installation of the Central Park equipment.

Park and Recreation Commission/April 13, 2000
Page 4 of 8
