1. No park land be dedicated as part of the 57-unit townhome development; <br />2. Private open space be identified as part of the apartment complex site plan; <br />3. The developer be required to construct an eight-foot wide concrete or bituminous <br /> sidewalk on the south and east side of the City street including the west side of <br /> Barium Street to the existing segments and that this sidewalk be extended south to the <br /> intersection of Dysprosium Street and C.R. #116. This would be a Stage I <br /> improvement and not park or trail dedication eligible. <br />4. Cash be required to fulfill park and trail dedication as follows: <br /> · 57 units at $1,200/unit park dedication = $68,400 <br /> · 57 units at $300/unit trail fee = $17,100 <br />5. A trail be constructed along C.R. #116 from Dysprosium Street to T.H. #47 on the <br /> north side as soon as practical. If the land is available, the developer would be <br /> required to pave the trail concurrent with the development's construction. The year <br /> 2000 trail paving credit rate is $8.50 per linear foot. This segment is estimated at <br /> 2,000 feet. The cost (based on $8.50 per foot) would be deducted from the trail fee <br /> due. The developer and the City would work together to obtain right-of-way to place <br /> the trail on private property or receive any permits necessary from the County. <br /> <br />Parks/Utilities Supervisor Boos explained that since the Park Commission's examination of <br />Mallard Ponds, the subdivision design and scope have changed somewhat. The differences are <br />the entire 15.7-acre site will be developed as townhomes, earlier the southeast comer was to be <br />reserved for apartments. The increase will be from 57 units to 94 total units. The other change <br />relating to the earlier recommendation of the Commission is the elimination of the connection <br />from Mallard Ponds to Flintwood Hills. All the interior streets are now to be private roads and, <br />therefore, sidewalks are now not being proposed by the developer. The only public street <br />currently proposed is a short cul-de-sac east from Dysprosium Street to connect to private streets. <br />City staff has sketched in a dashed line on the site map that represented the sidewalk location <br />verbally agreed to by the developer. The sidewalk would be constructed as a Stage I <br />improvement. <br /> <br />Commissioner Rolfe questioned the impact of the proposed sidewalk ordinance and the trail <br />proposed along C.R. #116. <br /> <br />Parks/Utilities Supervisor Boos explained that with this development the developer would be <br />given credit for a trail along C.R. #116, since it is not being constructed within the development. <br /> <br />Commissioner Rolfe inquired if the development will be constructed in phases. <br /> <br />Parks/Utilities Supervisor Boos replied that he was not sure if the land will be developed in <br />phases. <br /> <br />Commissioner Rolfe stated that the gazebo and future landscaped area should be required to be <br />completed as part of phase one. <br /> <br />Park and Recreation Commission/June 8, 2000 <br /> Page 3 of 8 <br /> <br /> <br />
