The Commission agreed that the gazebo and future landscaped area should be required to be <br />completed. <br /> <br />Motion by Commissioner Rolfe, seconded by Commissioner Asfahl, to recommend park <br />dedication for Mallard Ponds be consistent with the earlier recommendation with the following <br />amendments, and with the requirement that the Park Commission re-examine the park dedication <br />requirements if the developer does not commit to completing the gazebo and landscaped area <br />within one year of final plat approval.: <br /> <br />3) The developer be required to construct a five-foot concrete walk connecting both <br /> private streets to Dysprosium. This would be a Stage 1 improvement and not park or <br /> trail dedication eligible. <br />4) Cash be required to fulfill park and trail dedication as follows: <br /> · 94 units at $1,200/unit park dedication = $112,800 <br /> · 94 units at $300/unit trail fee = $28,200 <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Rolfe, Asfahl, Johns, LaMere, and <br />Ostrum. Voting No: Commissioner Droegemueller. <br /> <br />Case #3: County Road #116 Trail Construction Opportunities <br /> <br />Parks/Utilities Supervisor Boos stated that the cities of Anoka, Andover, and Ramsey have <br />continued discussion on the need for a trail connecting the cities adjacent to C.R. #116. The <br />already apparent need for this link will be exacerbated with this summer's completion of the <br />County Library. Earlier this winter Andover's Engineering Department agreed to prepare a <br />separate project estimate for each city and plans and specs on a per unit basis, so as to bid the <br />trail project. The purpose of the case was to review the proposed trail construction and funding <br />considerations, possibly as part of the proposed C.R. #116 trail project relating to Mallard Ponds. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Johns, to recommend that staff <br />bring before the City Council a proposal to construct the trail segments along C.R. #116 in <br />Ramsey utilizing the Mallard Pond trail fee. <br /> <br />Further discussion: Commissioner Rolfe inquired if the trail funds collected from Mallard Ponds <br />would be adequate to construct the entire trail. Parks/Utilities Supervisor reviewed the additional <br />funds that the City will receive with the new plat presented by Mallard Ponds. Commissioner <br />Rolfe inquired if the trail fee is collected before or after the development is completed. <br />Parks/utilities Supervisor replied that the funds will be collected at the time of final plat <br />approval. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, Johns, Asfahl, LaMere, and <br />Ostrum.
