such as electrical and plumbing contractors individually rather than a single general contractor.
The purpose is to invest the time in the actual project being constructed in the field rather than on
a bidding process, for higher quality work at less cost. In addition to a significant amount of
needed landscaping, a horseshoe pit and "washer pit" would be constructed as well as a
volleyball "court" and entry signage. It should be noted that the property to the east might be
developed with townhomes, including the dedication of additional park acreage for a ballfield.
The timing of this may work well for that field space to be irrigated at the same time as this
project. The park dedication monies (over the land dedication) would pay for improvements to
the expansion area.

The Commission discussed at length the amount of maintenance that has been required on the
irrigation systems

Commissioner Ostrum inquired as to how much it has cost the City to maintain the systems this
year.

Parks/Utilities Supervisor Boos replied up to 2,000 hours of staff time since late April and
several thousand dollars.

Commissioner Ostrum inquired if Mr. Boos felt confident that staff would be able to install the
irrigation system at Solstice Park.

Parks/Utilities Supervisor Boos replied yes, explaining that the newest Public Works
maintenance worker has taken on the irrigation system at Central Park and he has more faith in
him than a contractor off the street.

Motion by Commissioner Ostrum, seconded by Commissioner Johns, to recommend City
Council approve the year 2000's Park's Capital Improvement Program.

Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, Johns, Asfahl, LaMere, and
Rolfe. Voting No: None.

Case #2: Review County Road #116 Trail Construction Project

Parks/Utilities Supervisor Boos stated that as part of the Mallard Ponds town home project, the
Developer is required to construct a 8' bituminous trail south along Dysprosium Street NW then
easterly to the plats limits. This approximate 1,117 foot segment will be credited against the
$28,200 in trail fees due. As the development agreement indicates, the developer is also
cooperating in continuing this trail construction further to the intersection of T.H. 47. The
project may be entirely funded by Mallard Ponds trail fees. A proposed summary work plan and
budget for an extended project is as follows:

140a' Lane NVt/ south along Dysprosium Street NW to County Road #116 then east to the plat
limits
A. · Obtain permits from Anoka County for trail construction $0.00
within R.O.W

Park and Recreation Commission/July 13, 2000
Page 3 of 6
