COMMISSION BUSINESS

Case#l: Set Workshop Date for Five Year Parks Capital Improvement Plan
Completion

Parks/Utilities Supervisor Boos stated that at the regular Commission meeting in August 2000,
the Park's Five-Year Capital Improvement Program was examined for revisions. One agreement
was to apply Lawful Gambling Improvement Program dollars along with necessary Park Trust
Fund monies to allocate $250,000 for Elmcrest Park - if the MN Department of Children's,
Families and Learning Grant were awarded. The Commission also determined that the Joint City
Council and Park and Recreation Commission meeting tour night would not provide enough time
for the Capital Improvement Program matter. A September 28, 2000 special meeting date was
proposed which would allow for a public hearing to be conducted at the Commission meeting of
October 12, 2000.

Consensus of the Commission was to schedule a special Park and Recreation Meeting at 6:00
p.m. on September 28, 2000 at City Hall.

Case #2: Receive Park Assessment and Development Worksheets

Parks/Utilities Supervisor Boos stated at the Commission meeting in August 2000, the consensus
of the Commission was to have staff develop a worksheet and assign parks to individual
Commissioners for evaluation. The purpose of the evaluation is the following:

· Maintain familiarity of all parks.
· Improve and formalize the existing inventory of existing development.
· Begin a long term Comprehensive Development Plan for each park space.
· Compare the above to the Recreation District Planning Concepts.
· Identify items suitable for donation to each park.

Parks/Utilities Supervisor Boos presented the Commission with a Park Inspection report used by
the City of Brooklyn Park as well as a development assessment worksheet prepared by staff.

Consensus of the Commission was to use a similar inspection report as Brooklyn Park and then
amend it if necessary over time and direct staff to randomly assign Commissioners to evaluate
the parks.

Case #3: Approve Park Tour Route

Parks/Utilities Supervisor Boos stated that the purpose of the case was to agree upon a tour route
and to ensure desired destinations or subjects for the City Council and Park and Recreation
Commission discussion were on the route. Mr. Boos stated that he would like to start the tour off
at the site of the proposed golf course. He explained that the golf course would be a 9 hole
course that would be municipally owned. He presented the Commissioners and Councilmembers
with a survey of cities who currently have municipally ran golf courses for their review.
